7          LOCAL PLANNING FRAMEWORK
The Noosa Plan 2020 (“Planning Scheme”) is the local planning instrument that is used to assess the
proposed development.
The following sections of this report provides an assessment of the proposed development against the
assessment benchmarks under the Planning Scheme.

7.1       DEFINITION
The proposed use of the site is identified within the Noosa Plan as “Multiple Dwelling”. The Noosa Plan
defines the use as follows:
          “Multiple Dwelling: means a residential use of premises involving 3 or more dwellings, whether
          attached or detached, for separate households.”

7.2       STRATEGIC FRAMEWORK
The strategic framework sets the policy direction for the Planning Scheme and forms the basis for ensuring
appropriate development occurs in the Planning Scheme area for the life of the Planning Scheme. The
strategic framework outlines seven (7) strategic outcomes for development that collectively represent the
policy intent of the scheme:

      •   Settlement;

      •   Community wellbeing;

      •   Housing Choice;

      •   Biodiversity and Environment;

      •   Economy and Employment;

      •   Transport and Movement; and

      •   Infrastructure and Services.
The seven themes above express the strategic outcomes that Noosa Council are looking to achieve for the
local government area by 2041. Although each theme has its own section, the strategic framework in its
entirety represents the policy intent for the planning scheme.
Of note, whilst being subject to Impact Assessment by virtue of the level of assessment prescribed for
development in the Noosa Business Centre, the development represents a consistent land use within the
High density residential precinct of the Major centre zone and achieves a high level of compliance with the
relevant assessment benchmarks of the Noosa Plan 2020. The proposal provides an outcome that is
consistent with the planning scheme intent for the site.
Notwithstanding, for completeness, an assessment against the strategic framework has been provided to
further demonstrate the proposal’s compliance with the overarching objectives of the planning scheme, in
addition to the specific development parameters prescribed in the relevant use, development and overlay
codes.
The relevant strategic framework mapping extracts are included in Figure 18 below.
