7.6 CATEGORY OF DEVELOPMENT AND ASSESSMENT
    7.1.1 Category of Development
There are three categories of development under the Act. These are Accepted Development, Assessable
Development and Prohibited Development.
The Noosa Plan, acting as the Categorising Instrument, determines that the Category of Development for the
development is Assessable Development.

    7.1.2 Category of Assessment
The Noosa Plan determines the Category of Assessment for the application.
Where a Locality Code prescribes the Category of Assessment for development, these categories of
assessment prevail over the Zone Category of Assessment if it is a higher Category of Assessment. In this
instance, the Locality Code does not vary the category of development specified by the Zone. Therefore, the
Zone category of development applies.
The proposed development involves a Multiple Dwelling within the Major Centre Zone as well as partially
within the Environmental Management and Conservation Zone of the Noosa Plan 2020. The Tables of
Assessment for the Noosa Business Centre, where located in the High Density Residential Precinct, identify
the development for Multiple Dwellings to be Impact Assessment (as a consistent land use), where having a
ratio of small dwellings to other dwellings of at least 3:1.
Based on the level of assessment triggers identified above, the development application is subject to Impact
Assessment and is seeking approval for:

• Development Permit for a Material Change of Use for Multiple Dwelling (96 units)

7.7 OVERLAYS
The following overlays from the Noosa Plan have been identified as applicable to the application:

      • Acid Sulphate Soils Overlay

      • Bushfire Hazard Overlay

      • Biodiversity, Waterways and Wetlands Overlay

7.8 ASSESSMENT BENCHMARKS
Assessment benchmarks for the application are prescribed by the category of assessment table for the
Major Centre Zone, the prescribed secondary Codes and the applicable overlays.
This Impact Assessable development application is to be assessed against the planning scheme to the
extent relevant. Table 6 identifies the following codes that are applicable to the assessment of the proposed
development.
