The corresponding Performance Outcome states that:
“where there is development for multiple dwellings, dwellings are provided to meet the needs of different
households”.
It is well established in contemporary planning policy that it is crucial for housing supply to provide options
and diversity, which offer a choice in dwelling size, tenure type and price point. The development assists with
the broader objective across the Noosa Shire (and South-East Queensland more broadly) in providing
additional housing choice and diversity for existing and future residents of Noosa, in a compact and
consolidated urban form, at a scale appropriate for the Shire.
The Noosa Housing Needs Assessment 4, which underpins the key provisions pertaining to residential
development in the Noosa Plan 2020, found that whilst the composition of housing is not too dissimilar to
Queensland, its demographic profile is. A significant proportion of dwellings in the Noosa Shire comprise
conventional detached dwellings; approximately 75% 5, whereas the household size is relatively low in Noosa
compared to Queensland (2.4 and 2.4 persons per household, respectively).
It was concluded that:
• A significant proportion of small households are living in larger dwellings (3+ bedrooms); and
• Noosa has a higher proportion of detached dwellings, compared to other dwelling types.
• This housing study also provided a range of recommendation actions in relation to meeting housing
needs for the Shire. The proposal achieves an outcome that aligns with these recommendations,
including:
• Provide increased dwelling densities in appropriate locations to reduce the imbalance between small
and large dwellings relative to the high number of small households in Noosa Shire; and
• Provide a diversity of small dwelling types in and around Business Centres to support key workers.
The development provides a range of different product types in terms of unit sizes and number of bedrooms
to suit different households, lifestyle needs, as well as accommodating residents at different stages of their
life-course. Larger unit products comprising 3 bedrooms are accommodated within the scheme to provide
housing options to families with children, alongside smaller one and two bedroom products to accommodate
single households and couples without children. All units are less than 100m² which assist with maintaining a
comfortable price point for a range of owner occupiers and tenants, lower than much of the existing housing
stock in Noosa Shire, aiming to appeal to those in the lower and middle income brackets. In addition, the
development, whilst delivering an architectural outcome that aligns with the distinctive ‘Noosa style’, provides
a simple, yet stylish design focused on natural hues and sustainability, to assist with maintaining a
competitive price point for the units.
