The proposal also includes single-level ground floor units which offer flexible and convenient occupation,
ensuring the development supports disability accommodation needs, including residents that may have
limited or restricted mobility. Whilst lifts are included in the design to provide equitable access opportunities
to all residential floor levels, the ground floor units provide an opportunity to have a product that provides
simple and easy access from the street and carparking area, minimising the path and distance of travel to
the unit. In this regard, all units (as they are all physically accessible to all potential occupants) can be
adapted to suit the needs of occupants with limited or restricted mobility through slightly wider doorways or
passageways. The on-site management also serves a basic support function for these residents that may
require assistance with some day to day living needs, including the transferring of bins to the servicing area.
Having regard to the above, the development complies with the requirements of PO80.

  8.2 PLOT RATIO
The intent of plot ratio is to typically control the overall bulk and scale of development, and in some instances
the intensity of the use as it is directly linked to gross floor area provision. Other controls such as height,
setbacks and site cover also assist in regulating the built form outcome and intensity of the use on the site.
The plot ratio provision is provided as a Performance Outcome in the Planning Scheme. Performance
Outcome 18 (‘PO18’) states that:
For the Major centre zone the plot ratio of a building does not exceed:
     …
     (b) for the Noosa Business Centre:
     …
         (v) High density residential precinct:
                 …
