The corresponding Performance Outcome 6 (‘PO6’) states that:
Sufficient parking
       (a) is provided having regard to the specifics of the use including –
          (i) the type and intensity of land use;
          (ii) any existing parking available on the site;
          (iii) hours of operation;
          (iv) likely numbers of users;
          (v) accessibility to the site by means other than private motor vehicle;
          (vi) the peak parking demand periods of uses on the site; and
          (vii) the availability of alternative car parking; and
       (b) is provided to accommodate the number and type of vehicles and motorcycles likely to be generated
       by the development.
As highlighted in Table 9 above, the development proposes additional car spaces to what is prescribed in the
Acceptable Outcome. An additional 19 resident spaces are proposed. The additional parking spaces are
considered necessary to provide the required parking to accommodate the varied household mix likely to be
accommodated within the complex. This surplus can assist with accommodating households such as couple
families, or families with children that have specific circumstances that require two vehicles. In addition, the
surplus of residential car parking spaces serves a dual purpose, in enabling these spaces to be cross utilised
for both car parking and motorcycle parking. The Acceptable Outcome requires 48 spaces to be provided for
motorcycles and it is expected that demand for motorcycle parking will be far less and can be sufficiently
accommodated in the resident car parking spaces.
2016 Census data 6 indicates that 37.5% of occupied private dwellings had one registered motor vehicle
parked at their address, 40.8% had two registered motor vehicles and 13.6% had three or more registered
motor vehicles. This data suggests that there is a likelihood that a significant proportion of the households
within the complex would have two vehicles.
For small dwellings in a centre zone, a discount to the visitor parking requirements is applied, and
accordingly there is no requirement to provide visitor parking. The development proposes seven (7) visitor
spaces, which is considered acceptable to accommodate the anticipated parking demand within the
development, and to help to reduce overflow parking onto surrounding streets. The visitor parking rate
prescribed in the Noosa Plan 2020 for multiple dwellings (where not involving small dwellings) is 1 space per
4 units. This rate allows up to 24 spaces to support the 96 units proposed. It is considered that the additional
19 resident parking spaces also assists with accommodating visitors to the complex.
Further detail on the acceptability of the car parking provision is provided in the attached Traffic Engineering
Report prepared by TTM (Appendix J).
Whilst contemporary planning policy, including the Noosa Plan 2020, does seek to encourage alternative
transport modes, there is typically still some flexibility built into the assessment benchmarks to enable an
interim solution to be achieved that caters to existing parking demand (until such time future infrastructure is
put in place), to reduce the impact on the external road network.
The provision of additional spaces in this development is warranted as a critical element in achieving
transitional travel mode shifts for development within the Noosa Business Centre. Travel mode shifts do not
occur quickly, and during this transition period there needs to be an allowance for additional car parking in
the interim. Until such time public transport accessibility is increased within the Noosa Business Centre, as
