Our Ref: 15128/RP Council Ref: MCU15/0109 Thursday, 21 April 2016 Planning and Development Noosa Council PO Box 141 Tewantin QLD 4565 Attention: Denis Wallace RE: Information Request – Development Application MCU15/0109 Proposed Residential Development at Links Drive, Noosa Heads 4567 In reply to the information request issued by Noosa Council on 21 December 2015, we provide the following information and responses: Waste Management Issue – Waste Collection Item 6: Submit a Waste Management Plan in accordance with Noosa Planning Scheme Policy 11 – Waste Management Plans. The plan must demonstrate how the proponent will comply with Noosa Planning Scheme Policy 9 – Waste Management. The plan must also address refuse truck accessibility to the site and to the refuse collection bays particularly to the refuse bay near Building C and the refuse collection for Building D. Response: Refer to the RCV Turning Plan (15128/SK30/A2) prepared by Morgan Consulting Engineers which demonstrates that a refuse collection vehicle (RCV) can access the collection bays for all the proposed buildings within the site. This plan also demonstrates that refuse collection vehicles can manoeuvre through all bends adjacent to oncoming vehicles. Engineering Issue – Access Item 7: Provide an amended design for the driveway (Road 1) that includes/addresses the following: A) Minimum inner curve radius of 20m at all bends. Response: The provision for a minimum 20m inner curve is unnecessary and unjustified. It has been demonstrated in the attached plans that the proposed internal road configuration can accommodate an RCV, passenger cars and service vehicles for the full length of the internal road. Therefore, the proposed internal road dimensions as detailed in the attached modified concept design plans are acceptable for the proposed use of the development. Refer to drawings 15128/SK30/A2 and 15128/SK31/A0. D:\JOBS\15-Jobs\15128 - Precinct E2 Noosa Springs, Noosa Heads\Civil\Correspondence\Letters\15128 [MCU15-0109]- RFI Response.doc

B) Curve widening at the two sharp bends (at CH 20.00 and CH 80.00) that
demonstrate two vehicles (Noosa RCV and B99 passenger car) can pass each
other safely at these bends.
Response: Please find attached the revised RCV Turning Plan (15128/SK30/A2) prepared
by Morgan Consulting Engineers which demonstrates that an RCV can safely
pass a B99 passenger car at the abovementioned bends.
C) Provide safe Sight Distances Analysis at the critical sections of the driveway
particularly near the accesses to Block D and Block F.
Response: Refer to the revised Concept Siteworks and Drainage Plans (15128/SK11/A2 &
15128/SK12/A2) prepared by Morgan Consulting Engineers which detail the
revised locations of the entrances to Block D and Block F. It is noted that in
addition to relocating the Block D entrance, we propose to incorporate a
10km/h speed zone near the entrance to Block D and install a mirror at the
bend just south of Block D for patrons leaving the building. A sight distance of
19m has been provided for patrons leaving Block D which is considered
acceptable given the low speeds the internal road permits.
D) A turning circle 9.0m in radius at the two temporary cul-de-sac ends and
showing the dimensions of the proposed access easements on Precinct F site.
Response: Refer to the attached revised Siteworks and Drainage Plans prepared by
Morgan Consulting Engineers detailing the requested 9.0m radius temporary
cul-de-sacs within Precinct F.
E) A traffic median island (mountable if necessary) at the development site’s
access point to discourage drivers from turning right when exiting the site.
Response: The traffic median island at the site’s access point is not necessary as the cul-
de-sac within Resort Drive already has a median with one way traffic control.
Accordingly, the traffic median island has been omitted from the design.
Alternatively, we propose to incorporate chevron line marking and a “No Right
Turn” sign facing drivers exiting the site. This will be sufficient to discourage
drivers from turning right.
Issue – Emergency Access
Item 8: Demonstrate adequate accessibility provided for emergency vehicles and the
like to serve all the building blocks.
Response: Please find attached the Emergency Access Turning Plan (15128/SK31/A0)
which demonstrates a 12.5m long single unit truck/bus representative of fire
brigade trucks and other similar rigid vehicles can service the entire site in
the case of an emergency. Furthermore, the provision of the emergency access
turning plan demonstrates that all smaller service and emergency vehicles can
access the site.
Issue – Stormwater
Item 9: Demonstrate:
A) That all stormwater runoffs from the site for all storm events up to and
including 1% AEP are maintained to the predevelopment runoff rates.
Response: We confirm that attenuation of post-development stormwater runoff peak
flow rates is not necessary on site. The downstream piped system has been

designed to cater for ultimate development of Precinct E2. Additionally, the
Lake system within the Noosa Springs Golf Course incorporates on-site
detention to mitigate flows prior to discharging to Lake Weyba. The above has
been documented in the Noosa Springs Master Drainage Report prepared by
Ralph M. Grierson. Additionally, a capacity analysis of the existing
downstream piped system was provided in the Engineering Services Assessment
– Revision 1 prepared by Morgan Consulting Engineers. The report
demonstrates that the existing infrastructure has capacity to cater for the
fully developed site. The above has been confirmed with Cherie O’Sullivan of
Noosa Council as part of the Precinct F Development Assessment.
B) That the development will not adversely impact on the existing drainage
conditions on other properties (including road reserves and public roads) or on
the environment (E.g. causing erosion and sediment movement).
Response: Refer to Response to 9.A.
Water Quality
Issue – Lawful Discharge
Item 10: Demonstrate proposed water discharges will occur lawfully and the nature and
extent of easements required.
Response: Refer to Response to 9.A. Furthermore, an internal gravity drainage system
will be constructed to cater for minor storm events whilst the internal road
network will be designed to cater for the major storm events.
Issue – Velocities and Residence Times
Item 11: Demonstrate how predevelopment ARI velocities will be maintained to ensure
waterway stability pursuant to the State Planning Policy and how water flows
will be managed to adequately manage residence times within the lake system.
Response: As documented in the Noosa Springs Master Drainage Report prepared by Ralph
M. Grierson, the Noosa Springs lake system incorporates on-site detention to
maintain pre-development peak flow rates prior to discharging into Lake
Weyba. The system has been designed to mitigate flows from the fully
developed contributing catchment which includes Precinct E2 for storm events
which include the 1 year ARI event.
The stormwater quality treatment options for Precinct E2 are currently being
assessed in parallel with Precinct F with consideration given to the existing
lake system. We request that a Site Based Stormwater Quality Management
Plan for Precinct E2 be conditioned as part of the development approval.
Issue – Stormwater Treatment
Item 12: Demonstrate how nutrients within stormwater runoff will be managed to
ensure that the proposed development will not be responsible for nutrient
related problems within the lake system and to meet relevant stormwater
quality treatment codes and policies. Provide a Management Plan for approval
for any proposed measures.
