B) Curve widening at the two sharp bends (at CH 20.00 and CH 80.00) that
demonstrate two vehicles (Noosa RCV and B99 passenger car) can pass each
other safely at these bends.
Response: Please find attached the revised RCV Turning Plan (15128/SK30/A2) prepared
by Morgan Consulting Engineers which demonstrates that an RCV can safely
pass a B99 passenger car at the abovementioned bends.
C) Provide safe Sight Distances Analysis at the critical sections of the driveway
particularly near the accesses to Block D and Block F.
Response: Refer to the revised Concept Siteworks and Drainage Plans (15128/SK11/A2 &
15128/SK12/A2) prepared by Morgan Consulting Engineers which detail the
revised locations of the entrances to Block D and Block F. It is noted that in
addition to relocating the Block D entrance, we propose to incorporate a
10km/h speed zone near the entrance to Block D and install a mirror at the
bend just south of Block D for patrons leaving the building. A sight distance of
19m has been provided for patrons leaving Block D which is considered
acceptable given the low speeds the internal road permits.
D) A turning circle 9.0m in radius at the two temporary cul-de-sac ends and
showing the dimensions of the proposed access easements on Precinct F site.
Response: Refer to the attached revised Siteworks and Drainage Plans prepared by
Morgan Consulting Engineers detailing the requested 9.0m radius temporary
cul-de-sacs within Precinct F.
E) A traffic median island (mountable if necessary) at the development site’s
access point to discourage drivers from turning right when exiting the site.
Response: The traffic median island at the site’s access point is not necessary as the cul-
de-sac within Resort Drive already has a median with one way traffic control.
Accordingly, the traffic median island has been omitted from the design.
Alternatively, we propose to incorporate chevron line marking and a “No Right
Turn” sign facing drivers exiting the site. This will be sufficient to discourage
drivers from turning right.
Issue – Emergency Access
Item 8: Demonstrate adequate accessibility provided for emergency vehicles and the
like to serve all the building blocks.
Response: Please find attached the Emergency Access Turning Plan (15128/SK31/A0)
which demonstrates a 12.5m long single unit truck/bus representative of fire
brigade trucks and other similar rigid vehicles can service the entire site in
the case of an emergency. Furthermore, the provision of the emergency access
turning plan demonstrates that all smaller service and emergency vehicles can
access the site.
Issue – Stormwater
Item 9: Demonstrate:
A) That all stormwater runoffs from the site for all storm events up to and
including 1% AEP are maintained to the predevelopment runoff rates.
Response: We confirm that attenuation of post-development stormwater runoff peak
flow rates is not necessary on site. The downstream piped system has been
