Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
Examples of another relevant matter –
• a planning need
• the current relevance of the assessment benchmarks in the light of changed
circumstances • whether assessment benchmarks or other prescribed matters were
based on material errors
While the proposed car wash is technically not a consistent use in the District Centre Zone
under the tables of assessment, there are a number of relevant matters relevant to the
assessment, which can be considered under section 45(b) of the PA2016.
State Policy Assessment
South East Queensland Regional Plan
Under part 2.2, the Planning Minister has identified that the Noosa Council planning
scheme appropriately advances the South East Queensland Regional Plan 2017 as it applies to
the planning scheme area. The subject land is included within the Urban Footprint and is
consistent with the Regional Plan.
State Planning Policy 2017
Under part 2.1, the Planning Minister has advised the State Planning Policy (SPP) dated July
2017 is appropriately integrated within the Noosa Plan 2020 in the following ways:
• Liveable communities and housing
• Economic growth
• Environment and heritage
• Safety and resilience to hazards
• Emissions and hazardous activities; and
• Infrastructure.
Under part 2.1.1 the State interests not integrated or only partly integrated, include:
• Natural hazards, risk and resilience for coastal hazards, in part with respect erosion
prone areas.
Given the site is not affected by the natural hazard overlays, no assessment against the SPP is
required. Other matters, such as the protection of water quality have been appropriately
reflected into the planning scheme and do not need to be considered further.
Planning Regulation 2017
Under the State Assessment Referral Agency (SARA) mapping the site fronts a state controlled
road, with the development located on land within 25m of a state controlled road (refer Figure
4).
