Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
• PO17 – the development has been designed to allow for a 2m widening of Diamond
Lane which is to be provided as part of the development as requested at the pre-
lodgement meeting.
• PO18 – the proposed development will maintain and improve safe and convenient
pedestrian access along Elm Street with the removal and reinstatement of the existing
access. Further, will not adversely impact upon pedestrian movement along Opal Street
and across Diamond Lane.
• PO19 – the development provides for improved pedestrian connectivity, with the
addition of the north-south pedestrian link to the east from Opal Street to Diamond
Lane consistent with Cooroy Framework and Character Plan (Figure 7.2.2.4).
• PO20 – the proposed development itself will not cause adverse impacts upon any
environmental values, and in fact will make a substantial positive contribution to
improving water quality within the Cooroy locality through local residents and visitors
using this facility; and
• PO22 – for reasons explained below, the proposed development will contribute to the
substantially improving water quality within the Lake MacDonald catchment.
In summary, the proposed development will provide a service role by providing a much
needed commercial car wash in this location. The proposed design will provide the building
character elements that will protect and reinforce the character and identity of Cooroy and will
complement the adjoining service stations. Further, the development will provide the
necessary infrastructure including road widening and a north-south pedestrian link. The
proposed development is compatible in this location and will contribute in a positive way to
the existing streetscape. The development is largely consistent with the outcomes sought
under the Cooroy Local Plan Code.
