With respect to the most relevant overall outcomes above, the purpose is for an alternative
use that will complement the existing service station uses in this location. As explained above,
under many other planning schemes a car wash is considered a use that is consistent the a
centre area and compatible, where in the right location and having a high level of accessibility,
which is the case here.
The development is integrated and compatible in this location given mixed use nature of the
location and maintains a landscaped character at the street edge. Further, having regard to
the nature of the uses being proposed provides for a high level of architectural merit and
contributes positively to the streetscape, including activating the frontage with the aid of a
small food and drink outlet near the corner.
The development provides for improved pedestrian activity as already explained. Further, the
building has been designed and is located to avoid adverse impacts upon the amenity of the
area, in terms of noise, lighting, public health and safety. The proposed development is also
supported by appropriate infrastructure and maximises the efficient use of existing transport
infrastructure given the highly accessible location. Further, the development provides for
planned infrastructure including the dedication of land and construction of the road widening
in Diamond Lane.
With respect to the most relevant performance outcomes, the following comments are made:
• PO1, PO2 & PO4 – while the use of the site is technically for an industrial use, as
explained above, it is not unusual for a car wash to be found within a commercial centre
or mixed use area and will not be out of place in this location and will provide an
additional servicing function to complement the existing service stations.
