Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
While the use is being proposed within the District Centre Zone, when considering other
planning schemes within the SEQ Region, it is not uncommon for a car wash to be located
within a centre or mixed use area where appropriately located, which is the case here.
In this case, the proposed development is well suited for a car wash, being complementary to
the existing uses in this one convenient location. Further, there are significant environmental
benefits that would be provided by the establishment of a car wash in Cooroy, which would
also service the Noosa hinterland, with the nearest car wash facility being in Noosaville, about
15km away.
The proposed development has been carefully considered in terms of the built form, scale and
design and provision of landscaping, which is generally in keeping with the modern country
town character of Cooroy.
The proposed layout and design is functional and provides for a high level of accessibility and
convenience being located on a main road linking to Noosaville to the east, Pomona to the
north and the Bruce highway to south. Further, provides the necessary infrastructure including
road widening in Diamond Lane and a north-south pedestrian link to the east.
Advice has been obtained from a range of experts and the operation of the development will
not cause significant noise or traffic impacts and therefore will not adversely impact upon the
amenity and character of the area. Having regard to the assessment undertaken there will not
be any town planning consequences, in fact there will be substantial environmental and
community benefits provided by the proposed development in this location.
To the extent there is any inconsistency with the planning scheme, in accordance with section
45(5) of the Planning Act 2016, there are relevant matters that warrant discretion including:
a) There is a significant economic need for the development given the latent unmet
demand for a commercial car wash within the identified trade area and the Noosa local
government area more generally.
b) There is a significant community need for the proposed development in terms of
providing increased choice, convenience and competition with no commercial car wash
currently available in the Noosa hinterland.
c) There is a significant planning need for the proposed development given the identified
economic and community need, the environmental and community benefits that will
be provided, and given there is no other land available in Cooroy that is suitable for a
commercial car wash.
d) The industrial land that is available would be better utilised for low and medium impact
industry uses providing long term economic and employment benefits for the local
community.
