Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
Executive Summary
The development application seeks a development permit for a material change of use
for a commercial car wash and food and drink outlet (primarily takeaway) at 34 Elm
Street Cooroy. The application is over three (3) vacant allotments bounded by Elm
Street, Opal Street and Diamond Lane.
The land previously contained a motel and has a current development approval for a
small shopping centre. Despite this, the former owner sold the land to the applicant
because there was little interest in developing the land for commercial business uses.
The subject land is located between two existing service stations that have been
established in this location for many years, these being Wessels Petroleum to the north
and BP to the south. Both of these service stations are located in the District Centre
Zone as is the subject land. The site adjoins the Cooroy Bowls Club to the east and is
located opposite the Cooroy Railway Station.
Neither of the existing service stations contain a car wash facility, which is an ancillary
function for a service station under the current definition. Further, these are the only
two service stations within the Cooroy locality, which means that local residents and
visitors regularly frequent this location to obtain fuel and use the other facilities and
services provided. The site is on the major road network, which adjoins the Noosa-
Cooroy Road and Maple Street providing access to Pomona to the north and the Bruce
Highway to the south and is generally well located in terms of its accessibility.
The applicant has obtained advice from a number of consultants with respect to
economic need, noise and traffic impacts and the management of stormwater and
waste water from the development. In particular, the applicant has engaged the
services of a specialist car wash designer who has provided a detailed analysis of the
environmental benefits that the will be provided, given there is no commercial car wash
within the Noosa Hinterland.
The proposed development has been designed to have a built form that is
complementary to the modern country town character of Cooroy, utilising pitched
roofing, roof overhangs and some lightweight building materials within a landscaped
setting. The proposed development provides for ingress from Opal Street and egress
from a widened Diamond Lane. A north-south pedestrian pathway is also provided
along the eastern boundary forming part of a future pedestrian link.
While the proposed development is located within the District Centre Zone, the land
does not form part of the main centre area on the eastern side of the railway line,
