Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
which is the land having frontage to Diamond Street. Further, the development is well
removed from the main centre area of Cooroy, this being to the west of the railway.
While the proposed car wash is technically an industrial use under the Noosa Plan
2020, it is not uncommon for a commercial car wash to be established within a centre
or mixed use area, where appropriately located.
The assessment has revealed there is a significant economic, community and planning
need for a car wash within the Cooroy locality. This is because there is a latent unmet
demand in the trade area and a lack of industrial land available for this purpose, with
the location of this land not being suitable in any event.
The proposed development will provide significant environmental benefits given the
design of the stormwater management system is likely to result in a reduction of about
28% of the waste currently discharging to local waterways and the dam catchment,
based on the expected usage within the trade area. Further, with onsite water
harvesting and use of a substantial solar power system, the proposed development
will also be as sustainable as possible.
In the circumstances, there are a number of relevant matters that warrant approval of
the proposed development, which are discussed in the report. Further, the proposed
development will provide substantial community benefit and will not cause any
unintended town planning consequences.
