GENERAL COMMITTEE MEETING AGENDA 14 NOVEMBER 2022
Community Wellbeing
Residents and studies are clear that STA is having an impact on the social fabric, sense of
community, feelings of belonging, safety, housing supply, affordability, and residential
amenity;
Short Stay Local law has provided an avenue for complaints to be dealt with;
Despite STA being an inconsistent use in the Low Density Residential zone, use of houses
for STA grew by 161 in the last 2 years.
State planning policy
NP2020 must provide housing supply and diversity that is affordable and caters to different
needs;
Sufficient land and stock must be available to meet needs;
Communities must be liveable including quality of life and affordable living;
Tourism must support economic opportunities related to creating jobs and strengthening
local and regional economics, where it can complement sensitive uses.
Legacy issues
Interchangeable use rights from past planning scheme approvals allowing for STA use
affects housing security;
Noosa Plan 2006 blurred zones with limited protection of housing supply;
Competition of housing stock exists between residents and visitors and residential amenity
issues remain;
Tourism accommodation is dominated by STA dwellings, with a lack of hotels / motels, and
demand for 5 star accommodation;
STA grew with online booking platforms and STA is now seen as providing a good return on
investment;
Continued growth in tourism as seen in the past would require more land for visitors only,
more dwellings converting to STA, displaced residents moving out of resorts and STA in
secondary dwellings, none if which is desirable nor sustainable.
Noosa Plan 2020
Low Density Residential zone
STA of an entire house being inconsistent has addressed some housing supply and
residential amenity issues;
There has been continued growth in STA use of houses in the LDR zone, an increase of
12.1%.
Medium and High Density Residential zone
No protection of future housing supply exists with STA being a consistent use in the zones;
STA compromises future small dwelling supply creating competition for limited land supply
and dwelling stock;
STA is at odds with the zone purpose for permanent housing;
Blurring exists between the Medium and High Density zones and Tourist accommodation
zone;
Interchangeable use rights create uncertainty about housing supply with continued
conversion from permanent to STA in the zones.
