GENERAL COMMITTEE MEETING AGENDA 14 NOVEMBER 2022

     Provides a dedicated Tourist Accommodation zone for tourist accommodation and activities;
 Multiple dwellings (permanent housing) are permitted in the zone which compromises zone
      purpose for tourism, creating conflict;
 Tourist Accommodation zone is expansive and includes most desirable locations in Noosa,
      at exclusion of residents;
 Despite the new zone, there is still mixing and blurring of uses and spatial allocation of the
      zone with the Medium and High Density Residential zones.
      Rural and Rural Residential zones
 STA of entire dwelling compromises the purpose of the Rural Residential zone for housing
      permanent residents, resulting in more loss of land to tourist accommodation;
 STA of entire dwelling / site compromises the main purpose of the rural zone for rural and
      agricultural pursuits and value added industries and housing for permanent residents;
 There is potential loss of land for permanent residents, STA should only be suitable if the
      resident remains onsite e.g. cabins, tents etc.
      Centres zones
     Small dwellings for permanent residents in town centres are part of the housing solution;
 Allowing STA in centres creates competition for dwelling stock and land supply between
      residents and visitors;
 The Tourist Accommodation zone already allows for mixed use development for tourist
      accommodation.
2.3 Recommended amendments to Noosa Plan 2020
In response to the findings and issues identified in the Monitoring Report, amendments to Noosa
Plan are recommended to both ensure:
 adequate long term housing stock is available and secured to meet the diverse needs of
      Noosa Shire’s current and future residents consistent with Noosa Council’s adopted Housing
      Strategy 2022; and
 adequate long term tourist accommodation, including short term accommodation, is available
      to meet the needs of tourists only where it is compatible with the housing and economic
      needs of Noosa’s resident and business community and results in sustainable levels of
      tourism consistent with Noosa Council’s Economic Development Strategy 2021.
The proposed amendments are aimed at the long term intent for development in the zones. Whilst
recommendations are for the removal of short term accommodation as a consistent use from
several zones, existing development in those zones for short term accommodation or other visitor
accommodation continue to have use rights under existing development approvals or existing use
rights, where they are lawful.
Likewise, the changes proposed for the Tourist Accommodation are for future development in the
zones for visitor accommodation and tourist related uses as per the zone intent. The proposed
removal of multiple dwellings for permanent residents from the Tourist Accommodation zone does
not affect existing use rights and development approvals allowing for permanent occupation. A full
review of the spatial allocation of the Tourist Accommodation is also proposed to ensure the zoning
reflects the long term intent for sites.
The proposed changes to the Medium and High Density Residential zones, Rural and Rural
Residential zones and the Centre zones are recommended for immediate amendment to Noosa
Plan 2020 as being reported to the Planning and Environment Committee under separate cover.
The proposed changes to the Tourist Accommodation zone, specifically the spatial allocation of
the zone, requires further investigation and will be reported to Council in 2023.
