2017-12-12 P&E Agenda - Attachment 1 to Item 6 - Sign Proposal
Project Urban – DF14124 23 Oct 2017 2.6 VISUAL IMPACT OF PROPOSED ADVERTISING DEVICE When approaching along Eumundi Noosa Road from the north the proposed pylon sign is located in front of newly planted screening vegetation in front of the 10m high wall of the warehouse/commercial building on the subject site. The wall and fronting vegetation form a neutral backdrop which causes the colours of the proposed pylon sign to stand out in contrast with them. However, the colours are no brighter or stronger than the commercial buildings behind and to the right of the view. In this context the proposed pylon sign is consistent with the streetscape behind but is visually dominant in front of the vegetation. The scale of the pylon sign at 5m tall is not out of place and is considerably smaller than the bulk of the building behind and the growing screening vegetation. Therefore, although the bulk of the sign is low compared to the background and consistent with the site use, general character of the area and other signage in the immediate vicinity, the visual impact when approaching from the North is considered to be moderate due to the contrast with the neutral colours behind the sign. The view from Walter Hay Drive is accessible to pedestrians walking along the north side of Walter Hay Drive and crossing the road in this location. Vehicles travelling West along Walter Hay Drive will observe the sign at a much more acute angle and it will be hidden until the last moment by the existing vegetation along the side of the road. This view demonstrates that the proposed pylon sign is not visually dominating in scale in comparison to the trees and building behind it. The viewing angle also aligns the sign with the colourful commercial properties behind it reducing the visual impact of the colours of the sign. From this angle the sign appears to be consistent with the streetscape treatment and character of the area behind. Due to the acute angle, late viewing opportunity and background colours the visual impact when approaching from the East along Walter Hay Drive is considered to be low. This assessment has focused on the visual impact of the sign when approaching from the north and east towards the site, as these are the primary directions of travel from which the sign will be visible. Views towards the sign when travelling South along Eumundi Noosa Road will be obscured by the built form initially, and then the screening vegetation south of the sign. Views of the sign will only be realised immediately prior to entering the roundabout when motorists are checking for the presence of oncoming traffic. At this angle the sign is side on to the angle of view, diminishing its profile and impact of the brightly coloured signage. Therefore the visual impact when approaching from the South is considered to be very low.
