SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 JUNE 2017

Beach Equipment Hire – Main Beach

Council received 7 applications for his activity. Noosa Beach Surf Hire is the existing permit
holder and has operated beach hire activities on Manly Beach since 1992 and Bondi Beach since
2009. The respondent provided a thorough, well written application that fully addressed the
assessable criteria.

The respondent demonstrated an extensive track record in the industry and appropriate levels of
capital investment. The respondent’s contribution to the local community, the local economy and
the number of relevant industry affiliations were also of a very high standard. The respondent has
provided a professional service to the community over the permit term and there have been no
compliance issues regarding the permit holder’s performance over the previous permit term.

Proposed Permit Condition Changes

a) The evaluation panel noted that existing conditions for this activity do not include a defined
size (i.e. square metres) for the permit area. If left unaddressed this may lead to activity
spread along the beach and undesirable visual clutter. It is recommended a defined permit
area is implemented to ensure the activity is suitably contained. It is proposed that an
operating area of 49m2 area be conditioned in the new permit commencing 1 July 2017.
This represents a minor increase of 7m2 from the permit period 2010-2014 but a reduction
of area compared to that observed during a recent site inspection.
b) The evaluation panel also considered an appropriate trailer delivery time for the permit,
given the area is heavily utilised by the public and is a busy pedestrian thoroughfare. It is
recommended the equipment trailer delivery to the permit area occur generally before
6:00am in the summer periods (September School Holidays commencement to Easter
School Holiday completion) and before 7:00am at other times.

Beach Equipment Hire –Noosa Main Beach West

Council received three applications for this activity. The assessment panel recommends that Go
Ride a Wave Pty Ltd (trading as Noosa Surf Lessons and Go Ride a Wave) replace the existing
permit holder Vaclore Pty Ltd (trading as The Original Noosa Beach Hire). The respondent has
operated beach hire activities at multiple locations and previously held the Noosa Main Beach
Hire permit from 2010 – 2014. Overall, the respondent’s submission was of a higher standard. In
particular, the applicant demonstrated a more professional approach to business planning and
operations, a commitment to higher standards of service and quality of equipment. The panel
noted the strong contribution to the local community and a proposed level of capital investment
that was suitably detailed and realistic.

The panel noted the long family association with this permit of the current permit holder but found
the recommended applicant’s submission to be of a higher standard and indicated a more
professional operator likely to provide a higher standard of service.

Proposed Permit Condition Changes

For consistency, it is recommended a new condition also be added to this permit limiting the
operating area to 49m2. A trailer deliver time is not considered necessary for this permit due to it
being in a lower pedestrian traffic area.
