SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 JUNE 2017
Snacks and Drinks Refreshment – Noosa Spit
Council received two applications for this activity. The existing permit holder David Draper
(trading as Spit Beach Snacks) has held the permit for successive permit terms and
demonstrated a strong track record. The submission demonstrated sufficient competence across
all assessment criteria and is recommended to be offered a further permit. The respondent has
provided a professional service to the community over the permit term and there have been no
compliance issues regarding the permit holder’s performance over the previous permit term.
Surf Dancing – Noosa Main Beach West
Council received one application for this activity which was from the existing permit holder
Surfdancer Pty Ltd (trading as Surfdancer). The applicant demonstrated sufficient competence
across the assessment criteria and is recommended to be offered a further permit. The
evaluation panel noted this activity has ongoing potential to compete with permitted Learn to Surf
schools because learn to surf lessons are more popular than surf dancing lessons. The current
permit does not allow the permit holder to operate as a surf school open to the general public and
this permit will require ongoing monitoring by Council, as this condition will be retained in the new
permit.
Beach Massage – Noosa Main Beach
Council received no applications for this activity. Subsequently, on the 11 May 2017 the current
permit holder requested Council allow it to lodge a late submission, alleging a lack of notification
by Council. Council’s Procurement Branch advised the request was not able to be considered in
the current permit period because the public EOI process formally closed on 2 May 2017.
Given the interest expressed in the beach massage activity from the incumbent permit holder, it
is recommended Council publicly re-advertise the EOI for the permit, subject to the following:
As the EOI process has formally closed, re-advertisement would occur after 15 June 2017
(Council’s Ordinary Meeting);
Respondents would be invited to submit applications to Council’s e-tender portal (LG
Tenderbox) and an evaluation panel will be required to assess the applications. A report to
Council will be required to report on the application assessment outcomes; and
Given the advertising, assessment and reporting timeframes the appointment of the new
permit holder will require some weeks to complete.
It is important to note that re-advertising this permit will result in the redirection of staff effort and
other additional costs to meet Council’s EOI protocols.
If this approach is adopted, a suitable interim permit arrangement with the existing permit holder
is also recommended to allow the activity to continue until the new permit arrangement is
confirmed by Council.
Kite Surfing Lessons – Noosa River Mouth
Council received one application for this activity from the existing permit holder Tarr’s Enterprises
Pty Ltd (trading as Adventure Sports Kitesurf Australia). The applicant demonstrated sufficient
competence across the assessable criteria and is recommended to be offered a further permit.
The respondent has provided a professional service to the community over the permit term and
there have been no compliance issues regarding the permit holder’s performance over the
previous permit term.
