SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 JUNE 2017
Settler’s Cove Jetty Water Taxi
Council received one application for this activity from the existing permit holder Wilschke
Discretionary Trust (trading as Gondolas of Noosa Pty Ltd). The applicant demonstrated
sufficient competence across the assessable criteria and is recommended to be offered a further
permit.
The respondent has provided a professional service to the community over the permit term and
there have been no compliance issues regarding the permit holder’s performance over the
previous permit term.

Ordinary Meeting, 16 March 2017, Item 7, Page 9
That Council note the report by the Property Advisor to the Services & Organisation Committee
Meeting dated 7 March 2017 and
A. Adopt the Expression of Interest (EOI) application assessment criteria and weightings as
detailed in the report.
B. Agree to proceed to the public EOI process for the Commercial High Use Permits.
Finance & Risk
Finance
1. The costs incurred in the compliance and administration of these permits are
accommodated in Council’s operational budget (predominately as labour costs) within the
Corporate Services Department.
2. The recommendation to re-advertise the beach massage activity will incur additional costs
and staff time should Council wish to proceed to a further EOI process
Risk
1. Commercial High Use Permits including the EOI process are a high profile component of
Council’s land management. The activity locations are highly desirable community land
parcels which are extremely well patronised by tourists and local residents and the
activities have the potential to conflict with commercial businesses providing similar
services leasing premises at commercial rates.
2. Commercial High Use permits are highly competitive and subject to complaints, driven by
existing permit holders and other competitors trying to enter the market.
3. History shows that competitors have taken complaints to the CCC and Ombudsman for
investigation regarding the transparency and rigour of the permit process.
