REPORT
In 1996 the previous Noosa Council entered into a ten year Licence arrangement with the Good
Shepherd Lutheran College (the College) to use part of Lot 909 CP867876 (now Lot 909
SP236313) which is the oval immediately adjacent to the College to facilitate sporting and
recreation activities. Lot 909 is a state reserve for park purposes with Council as Trustee on
behalf of the State. The licence has been extended on successive occasions and the College
continues to fully maintain and use the ovals in accordance with the licence conditions.
Lot 100 SP162077 which is adjacent to Lot 909 was previously separated from Lot 909 by a road
reserve. Lot 100 is a state reserve for park and recreation purposes with Council as Trustee on
behalf of the State. The road reserve which separated both lots was over an unmade road and
was formally closed in May 2009. The closure of the road reserve enables the entire area to be
used for recreation purposes.
On 13 July 2009, the College lodged an application to lease both Lot 909 and Lot 100. The
College submitted a development and lease proposal over the parcels of land on 21 December
2010.
The College was offered a three year licence on 16 October 2012 over both Lot 909 and Lot 100.
Subsequently, during 2014 the College has reaffirmed its desire for Council to consider its lease
proposal.
