GENERAL COMMITTEE MEETING AGENDA 12 January 2015
O5 Prescribed tidal works are designed and sited to ensure—
a) they are contained within the prolongation of boundaries of the lot;
b) that when a vessel is berthed it does not encroach over the prolongation of boundaries of
the lot;
c) a high level of visual amenity is maintained when viewed from the watercourse and adjoining
lands;
d) they avoid conflicts with uses in the water and on the foreshore and adjoining lands;
e) cluttering of watercourses is avoided;
f) excessive traffic volumes within foreshore areas and adjoining lands are avoided;
g) materials blend with the natural surrounds; and
h) they reflect the character and setting of the immediate surrounds or the locality.
Discussion of the Specific Outcomes
The proposed jetty extension raises some concerns with regard to visual amenity, as it involves
additional structures within the Noosa River.
Whilst additional pontoons are being added to the development, this is considered consistent
with the general manner in which the lease area is currently used by the operator. The lease is
one of 16 approved commercial leases on the river and the pontoons are wholly contained
within the lease area. Currently, the operator lashes together a number of boats past the
existing mooring structures, moving them adjacent to the jetty and pontoons as they are hired.
The proposed extensions will formalise this arrangement. Also, the proposed upgrading works
are considered to provide a positive outcome by improving on the existing old and dilapidated
jetty.
The amended plans submitted by the applicant have reduced the quayline of the works to
ensure that all boats moored at the northernmost pontoons will be wholly contained within the
lease area. The number of boats able to be moored within the lease area remains unchanged
and it is considered that the proposal will not unduly clutter the Noosa River.
The design and layout of the works are considered compatible with its setting, maintains the
visual amenity of the Noosa River in this location and is generally consistent with Specific
Outcome 5.
