INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 1 MARCH 2016

3. STAFFING

Over 90% of staff at the NAC are employed on a casual basis. The seasonality of the NAC
operation saw staff numbers during Q1 at their lowest levels for the year, whereas currently the
facility is at its peak. Staff numbers will remain at current levels until the completion of Term 1,
when they will drop substantially as patrons commence their winter activities. Capital works
planned for the program pool will result in a slight decrease of staff hours however our aim is to
run as much of the Learn to Swim program as possible in a reconfigured and slightly warmer
25m pool.

A service review is currently underway and this review is assessing the feasibility of filling some
key positions with permanent staff rather than casuals.

4. SYSTEMS, PROCESSES AND OTHER MATTERS

Two WorkCover incidents involving NAC staff have occurred during the reporting period. Both
were the result of vehicle accidents (push bike and motorised scooter respectively) on the
journey to or from the workplace. One staff member has resumed normal duties after a few
weeks of light duties while the other remains incapacitated and may be unlikely to return to work
for some time. HR has been involved in all aspects of both cases.

An audit of cash handling and cash management processes at the NAC was recently undertaken
by Crowe Horwath. Appropriate management actions in response to risk - predominantly the
installation of a security camera at Reception and a door to separate Reception from the shop
area - are to be implemented within prescribed timeframes.

The restructuring of payments for the Junior Squad program has been implemented with a single
payment replacing the double payment to the NAC and then again to the coaching contractor.
Greater control over the payments made by participants, accuracy in statistics and an increase in
the likelihood of retention between the Learn to Swim and Squad programs has been achieved
as a result.

5. FUTURE DIRECTION

The program pool has two capital works projects scheduled to take place in quarters 3 and 4 of
2015/16:

 The heat pump will be replaced in Q3.
 The pool walls and floor require re-grouting and damaged tiles need to be replaced. These
     works will occur in Q4.

Developing a comprehensive long-term asset management plan for the facility has been
highlighted as a priority and this will begin to take shape over coming months, initially via a
detailed condition audit as referenced earlier. Management is currently undertaking the
procurement process to find a suitably qualified contractor following budget approval in BR3.

A service review of the NAC is currently underway and is expected to be completed shortly.

Community consultation regarding the redesign of the skate park located adjacent to the NAC will
commence shortly and will aim to determine the best mix of street and ramp elements. This work
is part of the 2015/16 capital works program and is being coordinated by the Project Officer,
Planning and Infrastructure.

The NAC will continue to operate 363 days of the year (closed Christmas Day & Good Friday). A
review of operating hours will be included in the service review.
