4.3 Asset Condition
Levels of service and asset management decision making is directly linked to asset condition; this
determines what condition the asset should be in before an asset management intervention. The
intent of current and future Condition Assessments (CA) is to:
• Provide a robust and repeatable process for carrying out condition assessments on Council’s
pathways and boardwalks assets;
• Use condition assessments to develop programs for intervention with regards to further
inspection, monitoring, maintenance and renewals;
• Provide a basis for information for the modelling of condition data for likelihood of asset failure
for those assets not inspected.
A consistent condition ranking scale has been chosen by Council as the framework for measuring
pathways and boardwalks assets, based on the 1 to 5 ranking according to the International
Infrastructure Management Manual (IIMM). Any asset scoring 4 (fair) to 5 (poor) will be considered
and prioritised under an asset specific renewal program.
Condition assessments will be undertaken by internal staff and are planned to commence throughout
the 2020/21 financial year. The data collected will be utilised to create a renewal program. Condition
assessments are cyclic and are proposed to be staged across a 3-5year period based on the
hierarchy of the assets, to cover all of Council’s pathways and boardwalks to ensure the continued
development and priorities of the renewal programs.
