can be established to provide Fixed Wireless internet services to a local
community. The key technical parameters for the sites require:
• Distance to the users, and network capacity -the ability for each facility
to service the maximum number of customers while ensuring the product
specifications are met.
• Each radio network is sited and designed to communicate with the
maximum possible number of customers in their homes or business
premises.
• Locating an nbn™ Fixed Wireless facility too far away from the intended
users will compromise download speeds.
• Locating an nbn™ Fixed Wireless facility in a de-centralised position
relative to the coverage area will reduce the number of sectors it can be
designed with, significantly reducing the capacity or service delivery of a
facility.
3.3 Candidate Site
3.3.1 Opportunities to Co-locate
nbn investigated co-locating equipment and antennas on the existing Telstra
facility at 265 Tablelands Road, Cooran. This 25 m high monopole has previously
been extended by 5 m and currently holds equipment from Telstra, Vodafone
and GWN.
Considering the above, the maximum height available for nbn to co-locate on
this facility would be approximately 20 m. Furthermore, the relative ground
height of the existing Telstra facility is approximately 15m lower than the
proposed site. Although collocating at a height of 20m would provide a ‘low-
impact’ solution, nbn would not be able to provide a good/reliable service to the
targeted premises.
In order to co-locate by replacement of the existing facility, a stronger and taller
facility would be required in order for nbn to achieve good/reliable service to
the intended community, whilst also accommodating Telstra, Vodafone and
GWN’s existing and future (reserved) equipment. A new facility in this location
would likely require a 50m lattice tower structure to accommodate for the
relatively lower ground elevation and to ensure that the structural integrity of
the facility is maintained. A larger lattice tower was not considered a desirable
outcome, as it was determined a new greenfield facility could be designed as a
less obtrusive 35 m monopole to provide service to the community.
Therefore, co-location on this facility was discounted.
