6.2.3 Regional Plan

The proposed development falls within the south-east Queensland region which
is covered under the Shaping SEQ 2017. The Regional Plan covers Noosa in the
north, the New South Wales-Queensland border in the south, and Toowoomba
in the west.

The Regional Plan allocates all land into one of three land use categories;
Regional Landscape and Rural Production Area, Urban Footprint and Rural Living
Area. These categories provide the spatial context for the regulatory provisions
of the Regional Plan. The subject site falls within the Regional Landscape and
Rural Production Area.

The Regional Landscape and Rural Production Area identifies land with regional
landscape, rural production or other non-urban values. It protects this identified
land type from inappropriate development, particularly urban or rural residential
development.

It is considered that the use for a Telecommunications Facility will not
compromise the intent of the Regional Landscape and Rural Production Area.
The proposal is for a Telecommunications Facility, and no urban or rural
residential development is proposed. Therefore, the proposed facility is
generally compliant with the provisions of the SEQ Regional Plan for the Regional
Landscape and Rural Production Area.

6.2.3.1 ShapingSEQ

As part of the government’s ongoing commitment to planning in SEQ, the
department has undertaken a review of the current SEQ Regional Plan 2009-
2031, and has produced the draft SEQ Regional Plan ShapingSEQ.

ShapingSEQ provides a framework for managing the region’s growth during the
next 25 years and sets a vision for the next 50 years.

ShapingSEQ continues to allocate all land in the region into one of the three land
use categories; Regional Landscape and Rural Production Area, Urban Footprint
and Rural Living Area. The subject site remains within the Regional Landscape
and Rural Production Area. The proposed facility will not compromise the intent
of the area and is generally compliant with the provisions of ShapingSEQ.

6.3 Local Government Regulatory Framework
In addition to relevant Commonwealth and State Government regulatory
requirements, the proposed facility is also subject to the Local Government
regulatory framework. In this instance, the relevant Local Government
regulatory framework is The Noosa Plan.
