a pre-clearing flora survey prior to confirming requirements under the NC Act
(as per Section 265 of the Nature Conservation (Wildlife Management)
Regulation 2006).
The subject site, under the DES flora survey trigger mapping, is not identified
within a ‘high risk’ area (refer Appendix D). Therefore, a pre-construction flora
survey will not be required under the NC Act.
7.9 Bushfire Assessment
Risk associated with bushfire hazards represents an important consideration for
siting and development decision making. The following design features apply to
the facility:
• The facility will not increase bushfire risk, given it doesn’t involve
hazardous materials; does not emit undue heat, sparks or open flame;
• The tower has been designed to be resilient to bushfire damage;
• The proposed use will not increase the number of people living or working
in the area, does not store hazardous materials, and will not increase the
risk or impact of a bushfire;
• Power cabling will be run underground from the point of supply to the
meter board and again to the equipment cabinet reducing the risk of
weather damage that may cause malfunction;
• Cable trays will be enclosed in galvanised casing;
• The equipment cabinet and meter board are designed to resist ember
penetration.
Considering the above, the proposed development on the subject property can
be undertaken while minimising the risk associated with bushfire hazards.
7.10 Endangered Species
In order to determine any possible Protected Species associated with the site an
EPBC report was obtained (refer to Appendix D). The EPBC Act Protected
Matters Report illustrates that some protected species are present within the 1
km radius search ring; however, the proposal for a Telecommunications Facility
is not considered an activity that will have a significant impact on any threatened
or migratory species in the area.
7.11 Social and Economic Impacts
Access to fast internet is an essential service in modern society. Initially, small
to medium business customers accounted for a significant part of the demand
for broadband technology, but internet services have now been embraced by
the general public. Usage of internet services continues to widen as new
