technologies become progressively more affordable and accessible for the wider
community.

The proposed development should provide significantly enhanced fixed wireless
internet coverage to Cooran with coverage extending to parts of Pinbarren,
Pomona and Traverston. This is expected to be of particular benefit for dwellings
in the locality.

The new nbn™ network is designed to provide the community with access to
fast and reliable internet services. A reliable internet service is important to help
promote the economic growth of communities, and the facility is anticipated to
have significant social and economic benefits for the local community.

7.12 Public Safety
7.12.1 Compliance with Relevant Safety Standard – EME Report 1.1.2

The nbn™ fixed wireless network operates significantly within the public health
and safety standards mandated by the Australian Communication and Media
Authority (ACMA) and recommended by Australian Radiation Protection and
Nuclear Safety Agency (ARPANSA). ARPANSA is the Federal Government agency
incorporated under the Health and Ageing portfolio responsible for protecting
public health from the harmful effects of all forms of radiation on the
electromagnetic spectrum (both ionising and non-ionising), including
radiofrequency energy.

This facility is to be operated in compliance with the mandatory standard for
human exposure to radiofrequency EME: RPS3 Radiation Protection Standard
Maximum Exposure Levels to Radiofrequency Fields – 3kHz – 300GHz (2002).6
The safety standard was last updated in May 20167.

The Standard is designed to provide protection to all people, including vulnerable
members of the community, 24-hours a day, 7-days a week. It operates by
placing a limit on the strength of the signal (or radio frequency EME) that radio
antennas can transmit. It does not impose any general public distance-based
restrictions. For this reason, radio communications antennas are found in all
environments.

nbn undertakes an individual environmental compliance report for each
proposed fixed wireless network facility, as required by the federal regulator,
the Australian Communications Media Authority (ACMA). This report,
