7. Volume 4 - Traffic Impac Assessment
Attached to the e-mail MCU16/0084 & OPW16/0157 Development Application - Traffic Impact Assessment & Stormwater Management Plan (email 3 of 3).
3.0 DETAILS OF PROPOSED DEVELOPMENT
This section of the report describes the nature of the proposed development, provides a review of
the proposed access, car park provision and includes an assessment of the internal circulation
and servicing arrangement.
3.1 PROPOSED DEVELOPMENT
The proposed development consists of a service station (200m2 GFA) with seven bowsers, one
charging station and a food outlet (90m2 GFA) to be located at 140 -142 Eumundi-Noosa Road in
Noosaville. The site encompasses an area of 2,428m2 and is currently occupied by commercial
businesses. The proposed site layout is displayed in the drawings prepared by Thomson Adsett
included in Appendix A.
The proposed site plan includes two customer driveways fronting Eumundi-Noosa Road, one
being entry only and the other exit only. It is also proposed that an additional driveway be
provided for staff access at the rear of the lot fronting Project Avenue.
3.2 CAR PARK REQUIREMENTS
Table 14-51 —Minimum vehicle parking requirements of the Noosa Plan Driveways and Car
parking Code outlines the parking requirement for site usage such as the development. These
rates and requirements are outlined in Table 3-1.
Table 3-1 Parking Requirements
Use Parking Rate Required Number Minimum Parking Required
Development Parking
Service Station / Shop 1 space per 20m2 GFA 200m2 10
Food Outlet 1 space per 10m2 GFA 90m2 9
Total Minimum Parking Requirement 19
The total parking requirement is calculated to be 19 car parking spaces. The development
proposes to provide a total of 19 car parks, which includes four staff car parks accessed via
Project Avenue, which complies with requirements as stated in the Noosa Plan Driveways and
Car parking Code and therefore it is considered that the parking provided will adequately cater for
the site.
In accordance with the Building Code of Australia (BCA), PWD car parks must be allocated at a
rate of 1 space per 50 car parks. The development site provides one dedicated PWD spaces,
which satisfies BCA requirements.
