• The development does not change the flow characteristics leaving the site; or
• The proposed development will not alter the sites stormwater discharge in a way that may substantially
damage a third-party property; or
• The location of the discharge from the site is under lawful control of the government or other statutory
authority from whom permission to discharge has been received; or
• An authority to discharge has been obtained.
Analysis of the impact of the proposed development, including proposed impacts to channel conditions following
the Carpenters Road upgrade as described in Section 4.1, has found that the peak discharge rate (1% AEP event)
from the developed site at the existing point of discharge will increase by less than 1.5% and depth by
approximately 5mm (refer Section 5.1). This slightly altered flow is not expected to be the cause of damage to
third party property, therefore the existing point of discharge is considered to remain as the lawful point of
discharge for the development.
2.3.2 Stormwater Catchments
A schematic layout plan of the proposed drainage catchments that will contribute to stormwater flows through the
site has been prepared and is included within Appendix A - Proposed Concept Plans.
