1.1 INTRODUCTION
This site specific Bushfire Hazard Assessment for 19 and 20 Trading Post Road, Cooroy, Queensland,
has been commissioned by Palm Lake Works, as supporting information for an application to Noosa
Council for a Material Change of Use and to address the Information Request (dated 13 December
2017), Item 11 Bushfire issue.
The site is mapped as designated bushfire prone land, with a Bushfire Hazard Overlay in the Noosa
Plan and State Planning Policy Interactive Mapping System (SPP 2017). Mapping of bushfire hazard
areas on Council and SPP maps indicates areas of Medium Potential Bushfire Hazard, where there
are currently cleared land areas. This assessment seeks to update mapping for these cleared land
zones and review other areas mapped in the Bushfire Overlay. Requirements for Bushfire
Management zones and established clearings are reviewed in respect to the proposal.
The site specific Bushfire Hazard Assessment has been prepared in accordance with the
requirements of updated State Planning Policy SPP 2017, where this is the current methodology for
mapping Bushfire prone areas in Queensland and is considered to have greater accuracy than the
2
SPP 1/03 Guideline referenced in The Noosa Plan. The methodology is in accordance with that

described in SPP 2016 Technical manual and further refinements adopted by the State of
Queensland, described in Leonard & Opie (2017). The assessment includes the following:
-Bushfire Hazard Assessment per State Planning Policy 2017 and SPP 2016 Guideline, Natural
hazards, Risk and Resilience – Technical Manual – A ‘fit for purpose’ approach in undertaking natural
hazard studies and risk assessments, April 2016 (Queensland Government) and Potential Fireline
Intensity Equations.
-Compliance with the assessment criteria of The Noosa Plan, Bushfire Overlay Code is demonstrated.
-Vegetation Hazard Classes are identified and site specific Potential Fuel Loads are adopted per PSBA
Redi-portal data (Queensland Government). Site specific FFDI (1:20 year) data is used for Potential
Fireline Intensity equations.
-Bushfire Attack Level (BAL) assessment is undertaken for the proposed new sites in accordance with
AS 3959-2009 Construction of Buildings in bushfire prone areas.
1.2 SITE AND SURROUNDS
The rural zoned land adjoins Palm Lake development and is proposed to Form Stage 6 of the project,
with roadway connections. It is proposed to develop the site as 10 No. Multiple Housing Sites, with
a Type 3 Retirement and Special Needs residential occupancy. The proposed user group includes a
more vulnerable section of the community. The site has shallow grade fall to the north-east.
Adjoining areas east to south-east in the assessment is established low density residential, with a
small recreational park and pathway. An electricity infrastructure line is located north of the site on
adjoining land and has a broad continuous clearing of mowed grass. An area of forest borders the
northern side of this easement clearing, north-east of the subject site. The land in the surrounding
area is flat to very shallow grade.
1.3 BUSHFIRE HAZARD
An inspection of the site and surrounding areas of impact was undertaken on 2 March 2018, to
provide a site specific assessment of the bushfire hazard, taking into account surrounding areas of
impact.
Vegetation classified for hazard in the surrounds is identified as follows:
-Vegetation north-east of the lot, on adjoining land, and beyond the electricity easement clearing.
The vegetation is wet eucalypt tall open forest structure with lower subcanopy and shrubs at the
perimeter adjoining the grassy cleared easement for powerlines. The area is mapped as remnant
3
vegetation. The Vegetation Hazard Class is VHC 8.1, based on Regional Ecosystem type and

membership to Fire Regime Group. Redi-portal assigns a weighted Potential Fuel Load of 28.9t/ha,

which is a lower fuel load than the maximum potential for tall wet eucalypt forest. The vegetation in
the assessment area is located on flat land and the 1:20 year Fire Danger Index is 47, relatively low
for South-East Queensland.
The following vegetation is found to be low threat and low hazard vegetation that is excluded
from classification for hazard:
-The subject site has been substantially cleared, with isolated trees and shrubs retained. The area
has nil to very low tree cover and low hazard range highly discontinuous fuels. The balance of the
site will be substantially cleared as part of the development. All parts of the site are excluded as low
threat vegetation per AS 3959-2009, Clause 2.2.3.2(f).
-Adjoining cleared and developed areas of all Palm Lake Resort land within the assessment area. The
area has managed, cultivated garden areas or cleared land for development that is non-vegetated.
Areas mapped in the bushfire overlays in this area are now identified to be cleared land and
substantially non-vegetated. The vegetation is low hazard range and is excluded as low threat
vegetation per AS 3959-2009, Clause 2.2.3.2(e) and (f).
-Adjoining urban residential pocket south-east of the site has established dwellings with managed
urban class garden area. The vegetation is excluded as low hazard range fuels with low overall tree
cover and low threat vegetation per AS 3959-2009, Clause 2.2.3.2(f).
-Pocket of recreational parkland south-east and narrow strip of trees/shrubs bordering the pathway
is excluded as managed urban class vegetation with low to moderate tree cover and discontinuous
fuels in the surrounds.
-Strip of trees around 13m wide on adjoining land that abuts the site, and extends along the
perimeter of Palm Lake Resort development. The tree dominated vegetation is non-remnant and is
bounded by cleared land and mowed grass in managed low fuel condition, and cleared land at the
south side. Narrow strip of trees are excluded per SPP 2016 Technical Manual and Leonard & Opie
(2017). In accordance with SPP 2017 methodology, narrow strips and small patches of vegetation
are filtered and patched to surrounding Vegetation Hazard Classes. This filtering out of small, tree
dominated strips and patches that are surrounded by discontinuous fuel areas, better estimates fire
behaviour and the likely intensity of running fires. The fragmentation and discontinuity of fuels is
considered to not support a fireline intensity that is likely to present a significant threat to property
and life (ie. >4,000kW/m per SPP 2017). Fireline intensity less 4,000kW/m is Low Hazard range.
Calculations for the narrow strip by fireline intensity equations would overestimate the level of risk
(Leonard & Opie 2017). The strip is not classified for hazard on SPP 2017 Bushfire prone areas

mapping, other than a broader pocket which has since been cleared. Filtering and downgrading this

vegetation strip to adjoining VHC of Low Hazard range is consistent with the general SPP Bushfire
prone areas mapping currently mapped for the area.
-Mowed grassland north of the site at the electricity easement and beyond, where the area is used
for helicopter business and landing pad. The grassland is in regularly managed condition and
grassland hazard is excluded as low hazard range. Grassland below 300mm is not classified for
hazard in Queensland, per BCA 3.7.4.0. Grassland has a 50m impact buffer area per AS 3959-2009.
1.4 VEGETATION CLASSIFICATION
A search of mapped Regional Ecosystems in the vicinity has found no remnant vegetation is located
on the site and adjoining narrow tree strip. Remnant vegetation is located north-east of the site,
beyond the electricity easement. Refer Attachment 10 for mapping from Queensland Herbarium.

SECTION SUMMARY
A site specific Bushfire Hazard Assessment for the site and taking into account surrounding areas of
impact finds:
-All parts of the subject site are Low Hazard range, generally cleared with isolated trees or shrubs
and very low overall cover.
-Surrounding land in the assessment area is cleared or managed land areas that are Low Hazard
range, other than remnant forest area to the north-east. Narrow strips of trees surrounded by low
hazard areas are excluded per SPP 2017 methodology for bushfire hazard assessment. The narrow
strip of trees may act a windbreak, radiant heat barrier and ember filter to protect the site in a
bushfire event.
-Wet eucalypt forest north-east of the site is classified for hazard. The closest setback to the
vegetation is 82m from Site 229 and Site 230. Site 229 and 230 are in a Potential Impact Buffer area.
-100m is the maximum Potential Impact Buffer area for bushfire, per Planning and Building
Regulations. Site 221 to 228 inclusive are beyond 100m of the classified forest vegetation. These
Sites are Low Hazard range.
Bushland areas classified for hazard are at the periphery of the assessment area for the site. Access
and egress is away from areas of bushland classified for hazard.

Bushfire Hazard Assessment Report
6.0 SUMMARY CONCLUSION
The subject site is located within a designated bushfire prone area. Bushfire overlay mapping
includes areas that have been broadly cleared as part of Palm Lake Resort development that adjoins
the subject site, and within the impact area. Ground truthing and a site specific bushfire hazard
assessment has identified refinements to the Bushfire Hazard overlay, to reflect the current
conditions at the site and surrounds. The site specific Bushfire hazard Assessment is undertaken in
accordance with updated methodology of natural hazard assessment per SPP 2017, considered to
have greater accuracy than the superseded SPP 1/03.
Classified wet eucalypt forest vegetation with High Potential Bushfire Hazard is identified north-east
of the site, at the periphery of the impact assessment area for the site. The vegetation is separated
from the site by an established broad clearing at the electricity lines easement. This forms an
effective existing Building Protection Zone. No further Bushfire Protection Zones are required for
the site.
Other areas mapped in the Bushfire Hazard Overlay are found to be cleared land areas. Access and
egress to the site is via roadways connecting to existing sealed roads. Connections to other parts of
Palm Lake Resort increase the ease of access to the site for emergency services vehicles, with broad
turn-out areas in the surrounds of the club house facilities.
The site specific Bushfire Hazard Assessment finds Site 229 and Site 230 are located within a
Potential Impact Buffer Area for bushfire. The predicted radiant heat exposure at these sites is less
than 12.5kW/m2 or BAL-12.5. The primary risk to structures is ember attack. Construction per AS
3959-2009 is required for deemed to satisfy provisions of the Building Code of Australia. This will
provide increased resilience of the structures to bushfire attack.
All other proposed sites (Sites 221 to 228 inclusive) are in Low Hazard parts of the site. They are
located beyond 100m from classified forest vegetation. In accordance with AS 3959-2009,
Construction of buildings in bushfire prone areas, the risk is considered very low and does not
warrant any special construction requirements.
Entrapment and risk to life from bushfire is not a foreseen event at any of the proposed dwelling
sites. Taking into account the site specific conditions, the proposed more vulnerable resident group
and the low level of risk, the proposal is recommended to be supported without the requirement for
further Bushfire Management Zones.

ATTACHMENT 7 SPP 2017 BUSHFIRE HAZARD OVERLAY (Aerial overlay)
Adjoining Palm Lake Resort site to north-west is now cleared land with
gravel surface for Caravan Storage use. The retained vegetation is a 13m
wide strip located at boundary area on adjoining land north. The narrow
strip of vegetation is surrounded by Low Hazard areas to each side, with
discontinuous fuels. In accordance SPP 2017 methodology and Leonard
& Opie (2017) the strip is downgraded and patched to surrounding
predominant Vegetation Hazard Classes. The methodology supports
filtering out narrow strips and small patches of vegetation, to better
represent bushfire behaviour in this vegetation arrangement. In
accordance with Leonard and Opie (2017) the tree dominated narrow
vegetation strips surrounded by discontinuous fuels are not considered
to support bushfire of a Fireline Intensity that is considered to cause risk
to property or life (Low Hazard less than 4,000kW/m).
The current mapping for the patch of Medium Hazard is inconsistent with
unmapped areas adjoining the strip. The Medium Hazard mapping is
downgraded for this location.
