SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 NOVEMBER 2019
Christmas 2019/20 and Easter 2020
The Tewantin - Noosa Lions Club have requested an increase from 40% and have provided the
following reasons for a change to the existing revenue percentages:
Up until the rate increase to $20.00 Lions received 60% of the takings, once the rate went up
our share of the takings was lowered to 40% - regardless of the amount charged the amount
of labour to process the vehicles is constant and do not understand the logic in lowering of
the %.
We have introduced Electronic Funds Transfer (EFT) at car parking as the amount of people
that arrive with no cash is high, we tried recording rego numbers and chasing up but we
always had no pays, EFT readers have been purchased and a fee is charged to the club by
the provider/bank per transaction, approximately 30% of people used EFT over the past
Christmas period. This is a cost to use that was not there previously.
With the increase in the duration of parking additional supervision and management of the
event has been required as we now have a much longer period of parking than we did in the
past.
GST – we are not registered for GST and cannot claim back any GST on purchases,
currently the GST is removed from the total takings and then the % are applied. I do find this
a little unfair on Lions.
We will most certainly proceed with car parking regardless of the outcome but hope my request
for an increase in the rate paid to us is considered and raised from the current 40%.
The staff recommendation is to maintain the arrangement that has been in place since 2017
(40% to Lions Club) for the following reasons:
When comparing the same 13 days that the carpark was operational over Christmas 2017/18
and Christmas 2018/19, in 2018/19 there were an additional 1,207 vehicles parked, a 34%
increase. This increase in earnings should compensate for the transaction costs associated
with an EFT.
If staffing for the increased period of parking is an issue for the Tewantin-Noosa Lions Club,
alternate charity groups could be offered the opportunity to manage the car parking.
If the Lions Club were to register for GST and charge GST on the 40%, they would be
required to remit it to the Australian Taxation Office, in turn the Lions Club would not receive
any extra funds from the transaction.
Risks & Opportunities
Use of the Noosa Heads Lions Park is weather dependent.
Free parking at the Noosa AFL grounds with the free Park & Ride shuttle may deter people
from paying to park at the Noosa Heads Lions Park.
Revenue from paid parking supports Tewantin-Noosa Lions Club charitable works.
