GENERAL COMMITTEE MEETING REPORT 17 MARCH 2025

Figure 10 – Acoustic Barriers for the northern beer garden

         • The door in the northern acoustic barrier provided for emergency access/egress is
installed with suitable perimeter seals to maintain the noise reduction required of the
northern acoustic barrier. The door is to remain closed other than for emergency use.

    Amplified Sound
       • Provision of amplified sound to the northern beer garden is to be provided by a distributed
speaker system via deck level speakers and operated through an electronic noise limiting
          system.
The Entertainment and Activities Code details hours of operation for entertainment activities where
they have the potential to impact on the surrounding area. Conditions have been imposed in
consultation with Councils acoustic expert restricting amplified and acoustic live music from the
site to avoid impacts on residents to the following.
         • Acoustic live music: Sunday to Thursday: 9pm and Friday to Saturday: 10 pm
         • Amplified live music: 7pm – 7 days a week

Carparking
The original application proposed to only utilise the existing carparking area, however following
extensive review and discussion between the applicant and Council’s traffic consultant, revised
plans were received which included the provision of an additional 30 carparking spaces on the
vacant northern lot at the corner of Blakesly and Diyan Streets. A total of 116 carparking spaces
plus 4 motorcycle spaces are now proposed for the site.
The Noosa Plan 2020 defines a Hotel as:
   a) means the use of premises for—
             I. selling liquor for consumption on the premises; or
II. a dining or entertainment activity, or providing accommodation to tourists or
travellers, if the use is ancillary to the use in subparagraph (i); but
   b) does not include a bar.
The Carparking and Driveways Code assesses carparking for a hotel based on use area for the
entire use and does not differentiate between accommodation or dining/entertainment
components. As such the 13 upper-level units are assessed at a rate of 1space/ 20m2 of use area
which equates to a carparking requirement of 18 spaces. Based on this rate the table below
indicates that the proposal has shortfall of 10.6 spaces.
