GENERAL COMMITTEE MEETING REPORT 17 MARCH 2025
TOTAL 126.6 spaces 117 (includes 4
motorcycle
spaces)
In contrast short term accommodation (which includes motel rooms) is assessed at a rate of
1space/ unit and one space/10 units for visitors which equates to a total of 15 spaces. As the upper
level is being used for a accommodation units, which are not self-contained, it is considered that
the short term accommodation rate of 1 space/unit would be a more appropriate measure for
calculating carparking Based on this rate, the proposal is 5 carparking spaces short.
Use Parking rate Use Area Requirement Provided
Hotel 1 space per 20m2 of use area 2175.2m2 Hotel and beer gardens 108.76 117 (includes 4

13 accommodation units 13 spaces)
TOTAL 121.76 117 spaces
Councils traffic consultant has reviewed the revised proposal and considers that the small shortfall
is acceptable noting that:
• The Noosa Plan calculation of use area includes kitchen and storage areas (such as keg/cool
rooms and dry stores),
• That daytime use will also include locals walking to the site and the site is well located to
public transport.
Further the applicant has agreed to a public thoroughfare easement to the rear of 96 Poinciana
Avenue which ensures ongoing access to this carpark whilst also providing the east -west
pedestrian cycle link as required by the Tewantin Framework & Character Plan.
The applicant has signed an infrastructure agreement agreeing to a contribution of $74,310.00 in
lieu of the provision of 5 spaces on site in accordance with Council’s Contributions in Lieu of the
Provision of Onsite Car Parking Policy.
The Driveways and Parking Code requires 26 motorcycle spaces to be provided for the use,
noting that these spaces can be provided in lieu of the required carparking spaces. This aspect
has been reviewed by Councils traffic consultant who indicates that 4 motorcycle spaces would
be sufficient for the proposal.
A condition requiring the carparking area be accessible at all times and prohibiting the use of boom
gates has been included as part of the recommendation.
Racks for 14 bicycles are proposed along the Diyan Street frontage impacting 7.5 lineal metres of
landscaping along this frontage. The District Centre zone requires a 2-metre landscaped setback
