GENERAL COMMITTEE MEETING REPORT 17 MARCH 2025 to Diyan Street and whilst bike racks are permitted in landscaped areas it is considered the loss of meaningful soft landscaping to this frontage is not appropriate especially when there are other areas available on site. A condition has been included to reduce the area designated for bike racks along the Diyan Street frontage. Heritage Overlay Under the Noosa Plan 2020 the site is identified as being in the Heritage and Character Area Overlay - Local Heritage Place. The Heritage Overlay Code triggers assessment for both the Material Change of Use component as well as the proposed demolition works. The application was referred to Council’s Acting Heritage Coordinator who provided extensive comments about the original plans lodged and requested further information. In response to the information request, the applicant modified the proposal plans and removed several of the original proposed new extensions (function room) which had been indicated as being inconsistent with the Heritage requirements. These amended plans were referred to the Councils Heritage officers who have indicated that these plans generally addressed key concerns. Whilst most aspects had been addressed, the concerns raised by Council’s Heritage officer relating to the retention of the vertical balustrade across the frontage of the building (installed sometime in 2017) have not been satisfactorily addressed. The applicant has indicated that these works are outside the scope of work for the application stating: The lodged scheme, and the scheme as revised, takes into account the modern requirements for the operation of regional hotels, and works largely within the current fabric of the building to rejuvenate the hotel operation, without having a negative impact on the significant fabric of the building, and the cultural significance of the site in a broader sense. A preliminary review indicates that the Noosa Plan 2006 included the premises as a heritage site and that alteration of the balustrade was building work which needed an approval. Such approval was not obtained. As the balustrades impact on the character of the building and streetscape and based on the scale of works proposed, it is considered appropriate to include a condition that provides horizontal detailing to the frontage as requested by Council’s Acting Heritage Coordinator. The below images detail the original horizontal detailing and the vertical balustrades that we installed in 2017.
