Material Change of Use
The applicant proposes to extend the Royal Mail Hotel by developing two new beer gardens in
addition to minor internal and external renovations. A new northern beer garden is proposed in
the area where the Liquorland building is currently located with this new beer garden, including a
new covered bar area, toilets and deck. The beer garden will include 2 pergolas roofed with
laserlite with the remaining area to be unroofed. A 2-metre landscape setback is to be provided to
the Diyan Street frontage with acoustic fencing proposed along the northern and western sides of
the beer garden.
The existing outdoor smoking area facing Poinciana Avenue is proposed to be developed as the
southern beer garden with an adjacent designated outdoor smoking area. To accommodate this
southern beer garden, the existing amenities building will be demolished with a new 2.24m wide
awning added to the hotel building facade.
The upper floor currently contains 13 accommodation units with shared bathroom facilities,
storage, and staff areas. The accommodation rooms are to be renovated with each unit provided
with individual bathrooms.
Vehicle access to the site is to be maintained from Blakesley Street with the applicant advising
they would accept a condition requiring a public thoroughfare easement over the proposed
driveway areas from Blakesley Street to 96 Poinciana Avenue.
A total of 116 car parking spaces and four motorcycle spaces are proposed, this will be comprised
of the existing carpark and the development of a new car parking area on the existing vacant lot
situated at the corner lot of Blakesly and Diyan Streets.
