Bushfire Hazard Assessment & Management Plan v1 NCES REF: J001050

5.4 Fire Breaks
The provision of fire breaks and fire trails within a site located in a bushfire prone area offers
an important bushfire defence measure to assist in reducing the risk and severity of bushfire
ingress onto and through a site.
Given the proposed Lots satisfy the Assessment Benchmark 4 criteria, the high density of Low
Potential Bushfire Intensity Areas surrounding the site, and as the westerly adjacent
hazardous bushland interface can be readily accessed by emergency services from Black
Mountain Range Road, the provision of additional fire break trails within the site is deemed
unnecessary.

5.5 Vehicular Access
Development in bushfire prone areas should be serviced by safe access/exit points for both
occupants and emergency services personnel. Assessment Benchmark 4 of the SPP Bushfire
2019 seeks:
To facilitate safe evacuation during a bushfire event, include a development footprint plan that
is located within 60 metres of the street frontage and sited to enable a route between the
development footprint plan and the street frontage with a gradient that does not exceed of
12.5 per cent.
The proposed Lot 2 building envelope and proposed Lot 1’s western building envelope will
gain access via short driveways (i.e., 10-20m length) connecting directly to Black Mountain
Range Road to the west of the site.
Proposed Lot 1’s eastern building envelope will gain access via a long driveway (approx.
350m) connecting to Black Mountain Range Road to the west of the site. However, as the
driveway for its majority will be located within the identified Low Potential Bushfire Intensity
Area, the length is considered acceptable.
All of the proposed access driveways are bordered by low threat conditions (i.e., VHC 40.4 or
VHC 3.1) on either side and hence the chance of access/egress becoming constrained within
a bushfire event is deemed low.
All new driveways are expected to achieve <12.5% grade.
It is recommended all new driveways and access easements are built to a minimum of 3.5m
width with 4.8m vertical clearance in accordance the QLD Fire Hydrant and Vehicle Access
Guidelines 2019.
Lot 1’s driveway is to provide a dedicated turning area at its terminus at the eastern building
