EXECUTIVE SUMMARY
This application seeks approval to construct a performing arts building in an existing car parking area
at the Good Shepherd Lutheran Collage at 115 Eumundi Noosa Road, Noosaville. The applicant
advises the carpark is no longer used since the completion of the new staff car park and that the
Performing Arts Centre is not intended to facilitate increased enrolment and is to primarily be used
as a day-to-day teaching facility with five classroom spaces proposed.
The performing arts building is proposed to be setback 40m from the Walter Hay Drive frontage,
have a gross floor area of 1692m2 and 2 storeys with a height of 10.64m above natural ground level
and 11m from the finished excavated ground level. Whilst the proposal does not comply with
scheme requirements in relation to gross floor area and height requirements of 8 metres, the building
is considered to be of a scale compatible with the surrounding area and appropriately setback from
the boundaries of the site. Further the centre will be located adjacent to the existing Sports Hall
which has an approved height of 11.9 metres.
As part of the proposal, the applicant proposes upgrades to the existing Goodchap Street entry car
park and will increase the current Goodchap Street entry car park from 58 to 81 spaces and provide
for 16 drop off/pick up bays.
The applicant also seeks a Preliminary Approval for a Master Plan for the entire site which details
the removal and construction of new buildings as well as detailing a maximum of 1150 students and
150 equivalent full-time staff. The Master Plan will not alter levels of assessment rather establish a
future framework for development the site.
