3. REHABILITATION
The aim of this rehabilitation is to is to enhance the habitat value consistent with the Regional
Ecosystem and in a way that will encourage further ecosystem integrity. Works should be undertaken
in a manner which will minimise extensive light penetration and soil disturbance to reduce weed
germination/spread and soil erosion. Rehabilitation should not significantly reduce habitat quantity or
quality. Rehabilitation will assist in restoring, protecting, and enhancing the ecological values and
characteristics of the remaining regional ecosystem present on site.
A moderate amount of weed control is required before revegetation can occur. Conducting the weed
control required to fulfil Approval Condition 7 of Decision Notice RAL22/0018 will result in a slight
decrease of canopy coverage over the rehabilitation area and will require ongoing weed control works.
It is the responsibility of the engaged rehabilitation contractor to monitor the rehabilitation area for
erosion and sediment issues. Should vast areas become uncovered due to weed removal efforts, it
will be the responsibility of the contractor to ensure these areas are mulched and actively planted out
in a timely manner and monitored to ensure a proactive approach is taken for erosion and sediment
control requirements that may arise. If erosion and sedimentation occurs in the rehabilitation area,
further actions may be necessary and will be decided on by the rehabilitation contractor.
3.1. Regeneration
The initial regeneration works may be undertaken over a one-week period depending on the
environmental conditions, prior to going onto the maintenance program. Within this time frame weed
species are to be removed using appropriate removal techniques and in conjunction with
recommended methodologies outlined in the South East Queensland Ecological Restoration
Framework.
Works are to include:
• Identify native species
• Remove weeds away from native plants
• Undertake bush regeneration – to remove weed species
All vegetation areas to be rehabilitated will be swathed by appropriately qualified bush regenerators,
treating weed species with minimal disturbance to the ecosystem. At the end of these works the entire
site should be considered “clean”. This is defined as a point where all further works on the area is
only to maintain regenerating weed species.
3.1.1 Weed Species
In accordance with Approval Condition 7, the rehabilitation area must be removed of all weed species
listed as declared plants under the Biosecurity Act 2014 and schedule 1, 2 and non-scheduled
invasive species listed in the Noosa Biosecurity Plan 2020.
During the preliminary site inspection within the rehabilitation area, six [6] species of weeds listed
under the Biosecurity Act and Noosa Biosecurity Plan were observed and are listed in Table 1 below.
Different weeds may infiltrate the rehabilitation area during the development works and in the future
due to the surrounding disturbances. If additional weed species fitting the above requirements are
observed in the future, weed removal techniques and maintenance will be adjusted to include these
species.
