Town planning report
combination of the range of acceptable uses and the assessment benchmarks is
sufficiently restrictive that the new scheme would be likely to discourage site
redevelopment. The provisions in the New Noosa Plan would merely serve to
prolong the current uses and buildings on the site resulting in a longer-term built
outcome that was inferior to that proposed in this application. If the New Noosa
Plan had commenced as proposed in the public notification version, Council would
be justified in approving the proposal based on the existing use rights and the
proposed building scale being confined to a project comparable to the existing
building envelop.
