5 SUPPORTING DOCUMENTS
5.1 TRAFFIC IMPACT ASSESSMENT
The traffic impact assessment prepared by Empire Engineering indicates the
proposal would have a negligible impact on the external traffic network. The
proposal would not be fundamentally different to the existing service station, it
would not increase the customer catchment area, and most of the generated traffic
would still be undiverted drop-in traffic. This has already been counted and
accounted for in the background traffic volumes on the roundabout. As such, there
would not be a material net increase in existing traffic volumes or impacts on the
external traffic network and adjacent roundabout.
The proposal has been designed to facilitate unrestricted forward gear access and
egress from the site for all required design vehicles, including a 10.5m WCV, 10.5m
MRV and 19m semi-trailer.
5.2 STORMWATER QUALITY MANAGEMENT PLAN
The stormwater quality management plan prepared by Empire Engineering indicates
the proposal would not impact existing upstream or downstream properties. The
existing service station does not have underground drainage infrastructure or
environmental controls—therefore the proposal would be significant improvement
over the current situation, resulting in a benefit for the surrounding environment.
5.3 NOISE IMPACT ASSESSMENT
The noise impact assessment prepared by Alpha Acoustics indicates forecast noise
emissions would comply with the noise criteria requirements of the Environmental
Protection (Noise) Policy 2008. An on-site survey was conducted for a period of
seven days.
5.4 AIR QUALITY ASSESSMENT
The air quality report prepared by Air Noise Environment indicates forecast
pollutant concentrations of VOC and odour would comply with the criteria
requirements of the Environmental Protection (Air) Policy 2008.
5.5 LIGHT SPILL REPORT
The light spill report prepared by Cushway Blackford Consulting Engineers indicates
the proposal passes the maximum obtrusive light test results of relevant standards
and would not interfere with the amenity of surrounding uses.
