EXECUTIVE SUMMARY
      • This report provides a status update for the Capital Works Program as at 30 September
2024, and excludes disaster recovery projects.
      • The approved capital budget provision for the 2024/25 financial year is $53.8m, inclusive of
carry forwards of $22.4m. Projects in direct control of the Infrastructure Team have a budget
of $41.2m. Other capital projects, such as Information Communication and Technology
(ICT) and fleet, have a budget of $12.6m.
      • Actual expenditure achieved to date is $6m (11% of budget) with $9.3m remaining in
           commitments.
      • There are currently 127 projects on the Capital Works Program in varying stages of delivery.
      • Projects continue to be managed within overall budget and time limitations to the extent
possible. Contractor resources and material availability remain a constraint and continue to
           drive up project pricing.
      • Council has a current forecast of grant funding revenue of $14.2m with Council’s
contribution to these projects being $8.4m.
      • Infrastructure Planning Design and Delivery (IPDD) is making substantial progress in its
restructuring process, with the major restructure aiming to create additional leadership
capacity, enhance delivery efficiencies and maximize team output.
      • The IPDD Branch is continuing to face resourcing constraints and challenges.
      • Enhancements in systems, tools and processes are continuously being rolled out across
IPDD, particularly in the area of project controls, reporting and forecasting.
      • Innovative strategies for project delivery are currently being explored, such as optimising
the size of procurement packages and utilising external resources to supplement resource
           constraints.

Risk & Opportunities
Opportunities, Risks and Initiatives
The construction industry continues to experience shortages in contractor and material availability
which also impacts the inflation of tender pricing. Given the relatively low value projects undertaken
by Council, the larger and more competent contractors are more likely to commit their resources to
higher value projects on offer elsewhere. These factors pose a risk to the delivery of the 2024/25
Capital Works Program.
The approved capital budget of $53.8 million, which includes a substantial carryover of $22.4 million
from 2023/24, is an over-optimistic target given the size of the internal pool of project managers.
This challenge is further exacerbated by the current major restructure of IPDD, high staff turnover
and the loss of skills to competing markets, increasing pressure on staff. Strategies being
implemented to mitigate these impacts include:
     • Sourcing external project management consultancy services.
     • Exploiting recruitment options to engage resources to strengthen internal teams.
     • Packaging works into sizeable contracts to attract established contractors.
     • Utilising streamlined and expeditious contract arrangements.
Council has taken the opportunity to look ahead and plan for increased project delivery in the
immediate future. The strategies employed in this regard include:
    • Improving project delivery tools, systems and processes.
     • Enhancing monitoring and reporting on the Capital Works Program.
     • Improving forecasting and early identification of risks.
