s a community facility,
the centre recognises its substantial duty of care when navigating a potential flood event.
Accordingly, the LCN will engage the activation of a multi-step procedure plan that includes;
monitoring:
● weather updates and warnings via BOM; http://www.bom.gov.au/
● Government agencies or the Pomona Disaster Management Sub-group
announcements via;
1. QLD government websites; http://noosa.qld.gov.au,
http://www.disaster.qld.gov.au/
2. local radio
3. media
4. social media; https://www.facebook.com/noosacouncil/
https://www.facebook.com/PomonaDistrictCommunityHouseInc/?fref=ts
5. SEWS
6. emergency alert telephone messaging
7. notice boards
8. road and rail closure updates
Understanding and maintaining awareness of the phased alert system is also central to the
role of the LCN in a flood event - Alert, Lean Forward, Stand Up, Stand Down.
Informing local authorities and services during a flood event is another aspect of the LCN
role. Registering and updating changes in the number of people, immediate conditions as
well as evacuation or refuge status with the local disaster management group (LDMG) and
SES is essential.
Early Evacuation will be weighed by the LCN in collaboration with the conducting teacher
present during a flood event. Based on immediate and forecast flood risk, the decision to
either give course participants the option to discontinue a course prior to completion or to
terminate a course altogether in order to enact a centre wide early evacuation may be
derived. This option would only be selected if there were no substantial risk to the welfare
of course participants or burden to emergency services.
The Disaster planning checklist produced by Noosa Shire Council is included in the VCQ
disaster management procedure;
Define the disaster situation problem
What is the hazard or risk?
When and where is it likely to impact?
How many people may it affect?
How much time do we have to prepare to shelter in place or evacuate to another area?
When must the decision to stay or leave be completed by?
