GENERAL COMMITTEE MEETING AGENDA 25 AUGUST 2014 2. Council freehold land Nos. 1, 3 & 9 Maple Street (opposite the Cooroy library) which was set up by Sunshine Coast Council for day time overflow parking for larger vehicles. The site has been improved but is not suitable for use during periods of extended wet weather or after flooding although placement of suitable hard standing materials could improve the situation. There is a boom gate in place and signage with parking restricted to daylight hours and a fee payable if security is required to open the gate for left vehicles. It is understood that the use of this area was supported by the Cooroy Chamber of Commerce but not by the Cooroy Lower Mill Board. However, it is Council freehold land and considered worthwhile revisiting at least as an interim facility until more formalised arrangements can be identified and established. 3. Unused railway land to the south of the current railway carpark off Elm Street (currently not on QR surplus land register, and commercial arrangements apply to any use arrangements). 4. Street frontage of Apex Park, Maple St Cooroy. 5. Street frontage of Tennis Courts, Mary River Rd, Cooroy. In summary, there currently appears to be limited low cost opportunities to provide dedicated RV or long vehicle parking close to the town centre other than using on road, unmarked areas in adjacent residential streets. It is recommended that there be a further review of possible options as part of the future capital works planning considerations and in the meantime the use of the site opposite Cooroy Library be re-assessed. 6. PROJECT FEASIBILITY The main objective of the project is seen to be an “economic” driver for the area with Cooroy a direct beneficiary and other localities within the area receiving a spin off from travellers accessing tourism and other services. There is also potential for modest revenue however, a full feasibility assessment needs to be undertaken having regard to cost recovery, full cost pricing and competitive neutrality requirements. Elements that need to be taken into account include: One-Off Ongoing Development costs (application fees; costs for Return on land value (freehold) establishment of a dump point, day parking, Periodic ground maintenance (e.g. regular signage etc.) mowing – Council currently do rear section of Cost of signage (Directional; User Information grounds and car club do the balance with no at the Overnight Stay Area and Dump Point; Council assistance; ground reinstatement if parking signs) surface suffers damage due to wet weather/flooding; repairs to the dump point and turnaround areas) Cleaning & servicing of dump point (pump out or ongoing Unity Water charges) Cost of potable water Site management arrangements (caretaker or other alternatives) Advertising (web presence etc.) Cash handling and payment arrangements (including option for on line capability) Page 47 of 60
