GENERAL COMMITTEE MEETING AGENDA 25 AUGUST 2014
Access may be affected when Pony Club &
other activities are occurring (dump needs to be
accessible 24/7)
Less visible so more likely to attract
inappropriate use (e.g. illegal dumping near
waste bins)
Hard to use at night (no street lighting)
4.2 Summary of site options
There are pros and cons with each of the sites for the waste dump point. Each site is subject to
flooding but advice is this is not an issue in terms of functionality (as the unit seals) but it does
limit year round accessibility.
The Mary River Road site (Fig 1) is the least expensive for an optimum facility, easier to use,
easier to find, being visible may discourage theft of water, avoids conflicts with users of the
sportsgrounds, and less risks if the stopover area trial is not successful and another site has to
be found. However, staff experience is that it is likely to end up being an “invitation to illegally
dump” if the CMCA standard is met with provision of general waste & recycling bins. It depends
on whether “RV Friendly Town” status is essential. Waste bins could be provided as a trial, or
not at all. This site is also not as convenient for users of the stopover area unless they plan well.
The site within Lot 1 SP24241 (Fig 2 - between Pony Club and Car Club sites) is expensive to
provide an optimum facility, although costs could be reduced if no kerbing, sealing and line
marking are provided. CMCA advice is that the dump point area does not need to be “flash”
especially if only a trial but it is important that there is ease of access and all weather hard
standing area. The advantages of this site is it is close to the rest area, not visible so as to
encourage illegal dumping or water theft, and if there is an onsite caretaker they can more easily
supervise and monitor. However, it is harder to locate and has potential for conflicts with users of
the sportsgrounds if parking is not controlled when Pony Club or Car Club events are held.
On balance, the best compromise is the site within Lot 1 SP24241 (between Pony Club and Car
Club sites).
5. DAY PARKING
The CMCA advised day time parking needs to be in easy walking distance to the main CBD to
allow for easy carrying of groceries and shopping, a distance of 800m is suggested as a
maximum.
At the current time there is limited defined parking for larger vehicles within the Cooroy town
centre. There are “caravan” parking signs that lead to the car park off Emerald Street adjacent to
the Badminton Centre though very large vehicles or large numbers of vehicles cannot be
accommodated.
Possible options include:
1. Council has now acquired the ex-railway land located behind the post office, memorial hall
and RSL which has been used under lease as an informal car park for many years.
Designs to seal and formalise the parking arrangements were developed by Sunshine
Coast Council but did not include parking bays large enough to accommodate a 19.5m
vehicle. There is an opportunity to revisit the layout to determine if there is some capability
to accommodate longer vehicles prior to the work being scheduled for a future capital
works program.
