RE: Response to Information Request (MCU23/0007 & RAL23/0001) –- situated at 45, 47a
Maple St, 9 Myall St, Cooroy

Council issued a further information request on 25 May 2026. The following additional information
provides a response to Council’s request items:

        1. Amend plans accordingly to incorporate the relevant detail

Amended plans are provided including additional dimensions, FFLs and views from Myall St.

        2. Provide an assessment of the revised proposal with regard to the

                a.   Dual occupancy and Multi-dwelling Code;
                b. Community Facilities Code
                c. Driveways and Parking Code; and
                d. Cooroy Local Plan Code

Please find attached assessment against the relevant codes.

        3. Provide amended plans which reduce the height of the under-croft parking so
that the development does not exceed 8 metres in this location.

The height of the undercroft parking area has been reduced by 370mm (FFL123.000 to
FFL122.630). These carparking spaces still need appropriate height for wheelchair access and
reduces the maximum height in this location to 350mm.

        4. Provide further information, prepared by a suitability qualified traffic engineer
addressing car parking requirements/car parking demand generation.

All units within the development are small dwelling units for use as affordable rental premises. The
Noosa Plan seeks for small dwelling units provide a maximum of one parking space per unit in the
Centre Zones. This site is located adjacent to the Centre zone and within walking distance to
services and amenities of Cooroy.

A traffic engineer is not required for an assessment against Performance Outcome PO6 of the
Driveways and Parking Code, rather it is a planning related outcome. The relevant outcome is
included below.

    PO6 Sufficient parking
    a. is provided having regard to the specifics of the use including—
             i.    the type and intensity of land use;
            ii.    any existing parking available on the site;
           iii.    hours of operation;
          iv.      likely numbers of users;
            v.     accessibility to the site by means other than private motor vehicle;
vi. the peak parking demand periods of uses on the site; and
vii. the availability of alternative car parking; and
    b. is provided to accommodate the number and type of vehicles and motorcycles likely to be generated by the
        development.

The land use is proposed as affordable rental premises (managed by a tier one Community Housing
Provider (CHP)). The Social Housing Design Toolkit provided by the State stipulates 1 space is
provided per dwelling.

Page 3

In addition, the design provides for additional parking spaces within the Myall and Maple St road
frontages to allow for overflow parking. The existing number of spaces along Maple St is 7 and is
increasing to 8 spaces. Also, the number of spaces along Myall St is increasing from 3 spaces to 4
spaces, as shown below. This demonstrates the availability of alternative parking spaces is
increasing in accordance with PO6.

Page 4

        5. Amend plans to incorporate decorative gables, particularly along the Maple
           Street and Myall Street frontages.

        6. Clarify the extent of northern setback dedicated for landscaping. Consider
amending the layout to increase the northern setback to provide more
meaningful landscape planting opportunities to improve the visual presentation
           of this interface.

        7. Consider amending the plans to improve the visual presentation of the
development as viewed from Maple Street. This may include:

                a. Alternate colour/material treatment along northern-most wall to avoid
single colour used on ground and first floor.
                b. Provision of practical feature planting adjacent to internal accessway to
screen the front of the dwellings.

The architect does not consider the addition of a gable element to the northern building will achieve
anything meaningful to address the streetscape. Rather, amended plans include increased
landscaping along the Maple Street frontage to provide for a vegetated streetscape presentation.
The separate buildings also provide for meaningful breaks and scale, which is consistent with this
side of Maple Street, while the pitched roof matches in with the existing house.

Material changes are also provided along the northern elevation, with accompanying large plantings
in front of the building.

       8. Clarify extent of earthworks proposed.

An updated earthworks plan is provided as part of the more detailed engineering plans by Recor.

       9. Provide a Stormwater Management Plan (SWMP). The SWMP must be prepared
by a suitably qualified person (RPEQ) and satisfy the requirements under The
Noosa Plan 2020 – Water Quality and Drainage Code and PSP6 – Engineering
Design Standards. The SWMP must specifically address:
             a. stormwater quality.
             b. stormwater quantity.
             c. how the proposed Lot 1 achieves a lawful point of discharge – noting that
Council will not sign the plan of survey without an established lawful
point of discharge for Lot 1

A detailed SWMP is provided by Recor demonstrating compliance with the stormwater
management requirements of Noosa Shire Council, QUDM and relevant State Planning Policy
provisions. An easement is also provided on the subdivision plans allowing for proposed Lot 1 to
have a legal point of discharge to Myall St.

Page 6

        10. Provide additional detail demonstrating that each dwelling is provided with 3,000
litres of rainwater storage for reusable, non-potable purposes.

A 3k litre tank isprovided within the gardens for each of the shared buildings. This is sufficient to
provide rainwater storage for re-use on the gardens in accordance with the outomces of the
Sustainable Building code.

        11. Provide a revised layout that achieves a zero-net loss of on-street parking.

The onstreet parking layout allows for an additional one space to Maple St and one space to Myall
St, as demonstrated in response 4.

        12. Provide a revised driveway crossover that is wholly contained within the
prolongations of the subject site and maintains a minimum 1.0m from adjacent
on-street carparks. The revised plans must be prepared by a suitably qualified
            person (RPEQ).
        13. Provide confirmation from the relevant service providers that the relocation of
the existing services to accommodate the driveway crossover is supportable.
        14. Provide a revised footpath layout that includes a footpath that matches the
existing alignment along Maple Street. The revised plans must be prepared by a
            suitably qualified person (RPEQ).
        15. Provide amended plans to include the construction of a 2.0m wide footpath for
the full frontage to Myall Street.

The design of the driveway is designed ensure a >1m separation from existing parallel parks on
Maple St. The design of the driveways to Maple St are on the existing curb alignment and is
designed by Recor. The proposed 2m footpath matches in with the existing footpath to the north.
The earthworks design for the driveway and footpath is provided in accordance with the services
survey and able to comply with the relevant separation distances.

Page 7

       16. Provide additional detail demonstrating how the internal driveway between the
two buildings will operate without vehicle collisions. The additional detail must
be prepared by a suitably qualified person (RPEQ) and include, but not be limited
           to:
               a. Provide Turning Paths demonstrating that two B85 vehicles can
simultaneously manoeuvre the internal driveway between the two
buildings (as shown) without colliding with each other or any part of the
                  development.
               b. If vehicles must cross the centreline of the proposed internal driveway
while manoeuvring through the site and/or cannot simultaneously
manoeuvre the internal driveway, provide comment on what controls are
proposed to indicate what driver has ‘right of way’ to avoid collisions.

Turning paths are provided demonstrating access and egress for B99 vehicles. The line marking
allows for shared pathways throughout the site, which also allows for slow speed manoeuvring and
speeds through the development. Conditions may be applied as part of detailed engineering plans
forming part of the operational works detailed design plans.

Page 8

         17. Provide a revised on-street Waste Servicing strategy for Units 12 – 14. The
revised strategy must utilise 360L bins and include the provision of two concrete
bin pads located on the northern side of the Myall Street frontage.

         18. Provide a revised on-site Waste Servicing strategy for Units 1 – 11 and 15 – 17.
On-site servicing must allow for Council’s Waste Collection Vehicle (WCV) to
enter the site in a forward gear, service the bulk bins, and exit the site in a
             forward gear.

An updated Waste Management Plan is included as part of the application providing for onsite
servicing, with the vehicle able to access and egress the site in a forward gear. The access area
will form part of a shared recreational zone for residents when not in use for pickleball/handball and
basketball activities. Appropriate line marking and signage will be included in this regard.

         19. Provide additional detail demonstrating how the proposed landscaping in front
of proposed Unit 4 impacts the functionality of the internal driveway.
         20. Provide an updated landscape plan, with dimensions to the southern boundary
and provide information to demonstrate the proposal meets the minimum
landscaping dimensions required by the Community Facilities Zone Code
             (AO28.1).

A landscape concept plan is included with the application, with conditions recommended for the
subsequent operational works application including species and size plants. The design also
includes 50% landscaping for the dwelling house and 33% landscaping for the multiple dwellings.
The total landscaping for the whole site meets the 35% landscaping requirement (35.7%
574m2/3,119m2).
