24 February 2016 Attn: Jack Lewis Noosa Shire Council PO Box 141 Tewantin QLD 4565 Dear Jack, Reference is made to recent discussions regarding the proposed nbn™ Fixed Wireless facility at 23 Jirrima Crescent, Cooroibah. nbn has conducted further investigations into the proposed facility in its’ current location, as well as the two (2) alternative locations suggested by Council. Please find below a summary of the outcomes of the investigations conducted: Current Candidate - 23 Jirrima Crescent, Cooroibah Service Capability & Design Council has sought clarification of the height of the proposed facility at 23 Jirrima Crescent. In response, the proposed facility in its current location requires a minimum height of 45 metres in order to provide good/reliable coverage to the Cooroibah community. A reduction of the proposed facility’s height, even to 40 metres, will result in a loss of coverage to premises’ in the south-east of the targeted Cooroibah area, along Maximillian Road and Woods Lane. nbn’s engineers advise that a design change to 40 metres would result in a 7% loss of absolute coverage to Cooroibah. In addition to this absolute loss of coverage / service to the above-mentioned residences, premises located around the edge of the coverage area (i.e. along Lake Cooroibah Road and McKinnon Drive) may also suffer from pre-qualification failures – which means the signal strength at these premises may be insufficient to provide the nbn™ fixed wireless service, due to the presence of mature vegetation that compromises the signal quality. This is known as “Far Field Obstruction” (FFO), and results in compromised signal quality and ultimately service failure. nbn advises that 11% of premises to be covered by the proposed facility would experience reduced signal quality, and nbn may therefore not be able to offer them a fixed wireless service. The combined impacts of the loss of service and the compromised signal quality to 18% of the community means a 5 metre decrease in design is not considered technically feasible. Visual Impact Considerations In relation to the potential visual impact of the facility, nbn has endeavoured to strike a balance between providing services and minimising any visual impact on the community and local environment. To that end, we highlight that nbn has proposed a non-standard 45 metre monopole at Cooroibah, instead of the network-standard 45 metre lattice tower, to minimise visual impact as best as possible. The proposed location of the facility at 23 Jirrima Crescent will not adversely impact upon the scenic amenity of the Cooroibah area considering the separation distances provided to nearby
