with the development. The reserve situated to the west of the subject site will provide a backdrop to the facility when viewed from the east, and will also act as a significant buffer between the facility and dwellings to the west. While the subject property is not currently used for agricultural purposes, the facility will not adversely affect any future potential agricultural and grazing capabilities of the site. The proposed facility will occupy a relatively small lease area equivalent to 0.029% of the four (4) hectare site, and is located on the periphery of the property to avoid fragmentation of land. Additionally, the proposed development will not result in adverse impacts upon the riparian buffer area which intersects the subject site. While the proposed waterway barrier works associated with this application will intersect this area, the proposed works only involve the replacement of the existing culvert. The impact of the proposed works will be relatively minor. Notwithstanding, all works will be undertaken in accordance with the Code for self-assessable development – Minor waterway barrier works – Part 3: culvert crossings. The development will require the removal of vegetation (approximately 30 m2) for access to the subject site, and in association with the culvert replacement. However, the facility has been intentionally sited on a property which contains dense vegetation in order to utilise natural screening benefits, but within a location which is relatively clear, thus minimising the extent of clearing required. To effectively integrate the facility with the natural environment, vegetation clearing is necessary. The proposed clearing is to occur adjacent to existing, pre-cleared areas, resulting in minimal impact on flora and fauna linkages and to avoid any fragmentation of vegetation. Furthermore, it is considered that the amount of vegetation clearing is relatively minor given the total area of the subject site is approximately 4 hectares in size; a large portion of which is vegetated. This in turn will assist in the protection and enhancement of the Region’s biodiversity quality and integrity of habitats. All clearing activities will be undertaken in accordance with nbn construction management plans, including measures to avoid impacts to fauna species, and vegetation outside of the clearing footprint. Further to the above, a pre-clearing flora and fauna survey will be undertaken to identify any EVNT species, prior to any works commencing on-site. For these reasons, the proposal is considered to comply with the Overall Outcomes of the Cooroibah Locality. Further compliance with the Specific Outcomes and Probable Solutions is included in Appendix 3 – Code Table Assessment. Page 50
