Development Application for a Material Change and Reconfiguring a Lot at 253 & 255 David Low Way and 5-7 Rufous
Street Peregian Beach, described as Lot 1 on SP215942 and Lots 94 & 95 on SP137431.

Purpose

The purpose of this submission is twofold.

Firstly, to provide high level comment regarding the proposed development (as above) on behalf of the Peregian
Beach Community House (PBCH) Management Committee.

Secondly, as a means for the Management Committee to reiterate to Noosa Council, its strong interest in providing
more detailed input to the future planning and design of the proposed Community House, in conjunction with the
other Peregian Beach community groups and architects. It is expected that the Council will maintain regular contact
with and include the Management Committee whenever there is a new development, design change or comment
required regarding the new Community House and associated environment.

Background

The Peregian Beach Community House Management Committee has been managing the Community House and its
community activities and fundraising since its inception. It understands the purpose of the building and how integral
it is to the Peregian Beach wider community.

As a result of direct and on-going communication with the community, the Committee also understands the
direction that the Community House needs to take in the future in order to fully utilise the facility. The design of the
building and environment will therefore be a vital aspect of achieving this.

Whilst the design and usage of the new Community House of Stage 2 is the Management Committee’s primary
interest and involvement, it is also interested in the IT Hub of Stage 1. The commercial success, operation and
application of Stage 1 is integral to the overall success of both stages.

Comment

In general, the PBCH Management Committee is positive about the design of the new environment and strongly
believes it will become a valuable asset to Peregian Beach. The Committee appreciates the retention of significant
open and green space for recreational activity and believes that a good balance between open space and
commercial space has been achieved with the revised Master plans.

However, there are some fundamental design issues regarding the Community House that the Committee needs to
highlight for discussion with the Council and architects, before the final design is agreed and settled. These are
detailed below:

Community House Fundamental Design Issues (Refer Development Application Plan SD C.1.2)

 The Committee believes that the office should be re-located to the front of the building and incorporated
into the reception area. When people enter the building, the office/reception area needs to be the first
contact that they have. Also, there is only one staff member to operate both areas.
