PLANNING ASSESSMENT
Proposed change application – DA 132007.12.6
Noosaville Medical and Professional Centre

      ▪ It constitutes a building height that is well below the maximum height plane of the existing
           development.
      ▪ It adopts a design and materiality that is consistent with the existing development.
      ▪ It is located in a non-prominent part of the site.

Figure 7 demonstrates the suitability of the proposed development in terms of consistency in scale,
bulk and appearance to the existing development form.

7.2 Traffic and Road Layout

The proposal would result in the following changes to the internal traffic and parking layout:

      ▪ Slight diversion of the internal driveway around the south-eastern portion of the site.
      ▪ Loss of 19 car parking spaces from the south-eastern portion of the site.

It is noted that the existing access and servicing arrangements within the site are not intended to be
altered by the proposed development.

A parking assessment has been undertaken by TTM (Attachment E) to determine the existing parking
demand of the subject site, and the suitability of the proposed parking supply.

7.2.1 Parking demand (existing)

To determine the existing parking demand for the subject site, TTM have undertaken surveys over a
two-day period (Tuesday 15 November 2022 and Wednesday 16 November 2022) between 7am - 6pm.

The survey results indicate that the peak parking demand generated by the existing uses is 235 cars on
the Tuesday and 218 cars on the Wednesday. It is noted that there were vacant tenancies within the
existing buildings at the time of the surveys. The extent of vacant area is 2,193m 2, which equates to an
occupied area of 3,861m2.

Taking into account the parking allocation requirement for the child care centre (40 spaces) and extent
of vacant tenancies. the surveyed peak parking demands ranged from a parking rate of 1 space per
20m2 on the Tuesday to 1 space per 22m2 on the Wednesday, for the other uses on-site.

7.3 Service Infrastructure Capacity

It is expected that runoff from the modified development will be connected to the existing onsite
stormwater system. Any application will need to include an updated stormwater plan for the part of
the site where the new development is proposed. The proposal plans also allocate an area plant, that
will be concealed by from both road corridors.

7.3.1 Parking supply (proposed)

Applying the surveyed parking rates, the parking demand for subject site (inclusive of the proposed
total use area and child care parking requirements) equates to between 322 and 350 parking spaces.

The assessment of the parking supply also needs to take consideration of the practical use of the
proposed expansion. Whilst it is acknowledged that tenants and uses can change over time, it is noted
that the proposed expansion is to be purpose built as a radiation oncology bunker, designed to
accommodate one (1) patient at a time. As such, applying the rate of 1 space per 20m2 to the proposed
expansion, which equates to six (6) spaces, is considered conservative.
