Planning Assessment - Minor Change Application - DA 132007.12.6
PLANNING ASSESSMENT
Proposed change application – DA 132007.12.6
Noosaville Medical and Professional Centre
Furthermore, the oncology bunker will form part of an overall tenancy for GenesisCare, with a total use
area of approximately 763m2 (which will occupy a significant portion on the exiting site vacancy).
GenesisCare has provided advice in relation to the operation of the overall tenancy in terms of staff and
patient numbers, as documented in Section 7.5 below.
Applying the maximum surveyed parking rate of 1 space per 20m2 to the overall tenancy, would equate
to 39 car parking spaces. However, this does not reflect the operational specifics. In terms of practical
demand, no more than ten (10) GenesisCare patients would be on site, at any given time. If it is assumed
that all staff and patients drive and park (noting that it could be possible that some patients are
dropped off and picked up after the treatment), the maximum practical parking demand would be 23
parking spaces, which is significantly less that the estimated parking demand, based on the maximum
surveyed parking rate.
On the basis of the practical assessment of the practical parking demand associated with the
GenesisCare tenancy, the estimated peak parking demand would be approximately 333 parking
spaces, which is within the 347 spaces provided in the development plan.
7.4 Pedestrian Amenity
The proposal involves the infill of an existing pedestrian thoroughfare between current tenancy 1.08
and 1.09, the consolidation of current tenancies 1.05 to 1.09, and a slight realignment of the pedestrian
crossing in the site’s east. These changes warrant an assessment of the potential impact to pedestrian
amenity.
Under the proposed configuration, the ground floor of Building A is structured to provide T-style
pedestrian interaction, with the main access through to the Goodchap Street frontage maintained. This
maintains all access to the underground car park area, including the south-eastern stair access.
Under the current Community Facilities Zone Code of the Noosa Plan 2020, acceptable outcome
AO38.1 requires that:
The number of entrances and exits are limited and main building entrances/exits are located
at the front of the site in view of the street. Where this is not possible, due to site or existing
building constraints, a well-defined path is provided to the entrance/exit.
The proposal seeks to remove one (1) entrance/exit from a non-prominent part of the site, which aligns
with AO38.1 to limit the number of entrances and exits. As demonstrated in Figure 10, the main building
entrance/exit is located at the Goodchap Street frontage.
By infilling the easternmost thoroughfare, consideration has been given to the potential impact on
existing tenancies, particularly tenancy 1.10 to 1.13. Centre management has consulted with these
tenancies during the preparation of this application and will continue to do so through to construction.
Another consideration is the effect of the design on the principles of Crime Prevention through
Environmental Design (CPTED). The proposed arrangement is considered to more closely align with
the principles and guidelines of CPTED, namely:
▪ Greater surveillance of pedestrians entering the Centre from both Eumundi Noosa Road and
Goodchap Street, with further reliance being placed on the main building entrance/exit
fronting Goodchap Street.
▪ Removal of a dark, inactivated corridor that leads to a less-surveyed area of the Centre.
▪ Reduced ability for an intruder to enter the toilets unnoticed.
